EXECUTIVE SUMMARY Recommendation to adopt the established policy of the Florida Department of Transportation to allow the placement of internationally recognized and accepted markers along County roadways to memorialize those people who have died in vehicle related crashes. OBJECTIVE: To adopt the policy of the Florida Department of Transportation (FDOT) in regard to Roadway Memorial Markers on Collier County roadways. CONSIDERATIONS: In an effort to increase public awareness of highway safety, Collier County will enact the established policy of the FDOT and will allow the placement of internationally recognized and accepted markers along County roadways to memorialize those people who have died in vehicle related crashes. Costs for construction, installation, maintenance, and removal of the memorial markers will be borne by the Collier County Traffic Operations Department. They will be installed as close as possible to the right -of -way line, and will not be allowed within the limits of active construction zones. Requests for memorial markers within County rights -of -way shall be submitted in writing to the Collier County Traffic Operations Engineer using the attached form Requests may be by family members or friends, with requests from friends requiring approval of the deceased's family. Memorial markers will be allowed to remain for a minimum of one (1) year. Normally, the marker may remain in place after one (1) year unless it becomes necessary to remove it. If, after one (1) year, the marker has been removed for any reason, it may be replaced by following the initial request procedure. There will be no activities while the memorial marker is in place that pose a safety hazard to the public or that violate any provisions of the law concerning stopping, standing, parking or obstruction of traffic. It is understood that the memorial marker may not necessarily be placed at the exact location of the fatality flue to restricted space/right -of -way, property owner complaints, or other constraints. Exact location will be at the discretion of the Collier County Traffic Operations Engineer. FISCAL EWPACT: $100 per installation. GROWTN MANAGEMENT IWACT: There is no Growth Management impact associated with this Executive Summary. LEGAL CONSIDERATIONS: Our research had deternuned that local adoption of this FDOT policy is a common practice throughout the State. COLLIER COUNTY HIGHWAY SAFETY MEMORIAL MARKERS PURPOSE: The purpose of this procedure is to provide guidance for the uniform placement of memorial markers within Collier County roadway rights -of -way to memorialize people who have died as a result of a vehicle related crash. GENERAL INFORMATION: In order to increase public awareness of highway safety, it is Collier County's policy to allow placement of memorial markers within the County roadway rights -of -way to memorialize people who have died as a result of a vehicle related crash. (1) REQUEST FOR MEMORKAL MARKER: Requests for memorial markers within the County roadway rights -of -way shall be submitted in writing to the County. Requests may be made by immediate family members or friends, with requests from friends requiring the approval of the deceased's immediate family. Normally, the marker will remain in place after one (1) year unless it becomes necessary to remove it due to construction or maintenance purposes. If, after one (1) year, the marker has been removed for any reason, it may be replaced by following the initial request procedure above. Memorial markers will be constructed and installed by the County. Memorial markers will not be allowed within the limits of active construction work zones. There shall be no activities while the memorial marker is in place that pose a safety hazard to the public or violate any provisions of the law concerning stopping, standing, parking or obstruction of traffic on public roads. It is understood, particularly for urban area curb and gutter sections, the memorial marker may not necessarily be placed at the exact location of the fatality due to restricted space /right -of -way, property owner complaints, or other constraints. Exact location will be at the discretion of the Collier County Traffic Operations Engineer. (2) MARKER DESIGN/INSTALLATION (See Attachment A and B): The memorial marker shall consist of a 375 mm (15 ") diameter aluminum sign panel with a white background of engineering grade sign sheeting, and black letters as detailed in Attachment A. The post for installing a memorial marker shall be a standard 1.5 in (5 ft.) metal delineator post. Placement of the deceased's name on the memorial will be at the immediate family's option.
