OBJECTIVE: To seek appropriation from the Confiscated Trust Fund of $30,000.00 for support in our community to victims and survivors of crime through all phases of traumatic crime or sudden loss. CONSiDER&�TI The Project HELP Crisis! & Sexual Assault Center by virtue of Section 932.7055 (5) (c) l `Florida Statutes is seeking Board authorization for the appropriation of funds for support in our community to victims and survivors of crime through all phases of traumatic crime or sudden loss. The Project HELP Crisis & Sexual Assault Center has applied to the Sheriff for appropriation. The CCSO requests Board - approval to appropriate $30,000.00 to support Project HELP Crisis & Sexual Assault Center. Some of the purposes of the Project HELP Crisis,& Sexual Assault Center are: a. Collier County's Certified Rape Crisis Center and the first responders to victims of sexual assault. b. Equipped with an in -house forensic facility to administer sexual assault forensic exams providing for the safety, comfort, and privacy for sexual assault victims. c. Works closely with sexual assault advocates from the Collier County Sheriff's Office, the Marco Island Police Department, and the Naples Police Department. The CCSO requests $30,000.00 from the Confiscated Trust Fund to be used to support their purposes. This support will benefit Collier County's community public safety mission. MCU IN_IPI A buds amendment is needed to appropriate a remittance for the Project HELP Crisis & Sexual Assault Center of $30,000.00 and to reduce the Confiscated Trust Fund Reserve for Contingencies. As you are aware, Project Help has been offering free and confidential services to victims of crime, those affected by sexual violence, and sudden death for the past 25 years in Collier County. We have estimated that we have given services to over 100,000 members of the community — al l free of charge. This year, we have already had to cut our budget by more than $100,000 and during the past two years we have faced fewer donations each year due to the decline in the economy even though the number of clients we serve is rising. As a result of the decline in revenues, we were forced to move to pay Iess for rent. We urgently need to find some operational funds so that we can continue to pay our rent and maintain our on -site forensic facility for rape victims. The forensic facility is an essential service we provide to our victims. We would like to request $30,000 to cover our annual rent costs. However, we are still uncertain about the future of state grants this year. We are hearing that we may lose some of our federal funding from the Violence Against Women Act, which we previously received through the Department of Children and Families. This loss would deplete the funding for our rape forensic collection nurses. If this should happen, we would like to request the ability to modify this request to include the ability to move funding from our existing funds at that time. We spend slightly over $20,000 on our nurses per year. We thank you for your continued support of Project Help and your consideration in helping us continue our mission going forward. Without this additional funding, we will have further staff cut -backs leading to fewer services available to Collier County.
