EXECUTIVE SUMMARY 1100� Recommendation to accept an All -Way Stop Analysis Study and approve the installation and operation of an AQ -Way Stop control at the intersection of Pelican Bay Boulevard at Ridgewood Drive, at an installation cost of approximately $1,500 funded by Pelican Bay Services Division with an annual maintenance cost of approximately $100. OBJECTIVE: To request the Board accept an All -Way Stop Analysis Study and approve that an All -Way Stop control be constructed, activated and maintained at the intersection of Pelican Bay Boulevard and Ridgewood Drive in accordance with any and all applicable Federal, State, and County standards and specifications governing such traffic control devices. CONSIDERATIONS: 1. Florida Statute §316.006 provides that the County "may place and maintain such traffic control devices which conform to. the manual and specifications of the Department of Transportation upon all streets and highways under their original jurisdiction as they shall deem necessary ... to regulate, warn or guide traffic." 2. The Pelican. Bay Services Division requested that the intersection of Pelican Bay Boulevard and Ridgewood Drive be All -Way Stop controlled and initiated a traffic engineering study to evaluate an All -Way Stop at the intersection. 3. A traffic engineering study, performed and approved by a Professional Engineer registered to practice in the State of Florida, has concluded with the determination that the subject intersection meets some but not all of the warrant criteria for an Ali -Way Stop as set forth in the Manual on Uniform Traffic Control Devices (MUTCD). Based upon the overall traffic network on Pelican Bay Boulevard and the safe travel of pedestrians and bicycles it has been determined by the County's Traffic Operations Section that the All -Way Stop is appropriate and that an All -Way Stop at this location is within Collier County Access Management Guidelines. 4. The Pelican Bay Services Division Board at their June 13, 2011 meeting voted unanimously to support the installation of an All -Way Stop at Pelican Bay Boulevard and Ridgewood Drive. FISCAL IMPACT: The fiscal impact for this construction is approximately $1,500 for the installation of pavement marking and signs with funds available in the Pelican Bay Capital Fund 322. Upon inspection and acceptance, Collier County will be responsible for the operation and maintenance of the signs (except sign supports) and pavement markings at an average annual maintenance cost of approximately $100, paid for through the normal Traffic Signal Maintenance and Signal Section funds in the annual Traffic Operations 101 Funds budget. Pelican Bay Services Division maintains all sign supports and crosswalks within the District boundaries and maintenance is paid through the normal Division's operating 109 Funds budget. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office, is legally sufficient for Board action and only requires a majority vote for approval —SRT. This report summarizes a multi -way stop warrant study prepared by Tindale- Oliver and Associates for the intersection of Pelican Bay Boulevard at Ridgewood Drive, located in Collier County, Florida. This study was undertaken in response to concerns, voiced by Pelican Bay residents, regarding pedestrian safety, specifically vehicles failing to yield to pedestrians in crosswalks and perceived vehicle speed at this intersection. Multi -way stop signs were considered a potential solution at the above referenced intersection. Multi -way stop criteria were evaluated as specified in the Manual on Uniform Traffic Control Devices (MUTCD, Federal Highway Administration, 2009). Figure 1 illustrates the location of the study intersection. Figure 2 illustrates a recent aerial photograph of the study intersection. EXISTING CONDITIONS The Pelican Bay Boulevard at Ridgewood Drive intersection is a four -leg intersection with Pelican Bay Boulevard operating under free flow conditions as the major street and Ridgewood Drive operating under stop conditions as the minor street. Pelican Bay Boulevard is currently a four -lane divided collector road with a 30 mph posted speed limit. Pelican Bay Boulevard has both eastbound and westbound left -turn lanes at its intersection with Ridgewood Drive. North of the Pelican Bay Boulevard intersection, Ridgewood Drive is a two -lane undivided collector road, with a raised median at the Pelican Bay Boulevard and Ridgewood Drive intersection, and a 25 mph posted speed limit. South of the Pelican Bay Boulevard intersection, Ridgewood Drive is a four -lane divided collector road with a 25 mph posted speed limit. North of Pelican Bay Boulevard, Ridgewood Drive provides direct access to a residential area. South of Pelican Bay Boulevard, Ridgewood Drive provides a connection to the Philharmonic Center for the Arts, a venue for the performing arts, as well as to the Waterside Shops. The southbound approach is 27 -feet wide and, although unstriped, can simultaneously accommodate both a right and left turning vehicle. According to the Manual on Uniform Traffic Control Devices (MUTCD, Federal Highway Administration, 2009): Multi -way stop control can be useful as a safety measure at intersections if certain traffic conditions exist. Safety concerns associated with multi -way stops include pedestrians, bicyclists, and all road users expecting other road users to stop. Multi -way stop control is used where the volume of traffic on the intersecting roads is approximately equal. The following analysis evaluates the criteria set forth in the MUTCD. CRITERIA A — TRAFFIC CONTROL SIGNAL According to the MUTCD, where traffic control signals are justified, a multi -way stop sign installation can be installed as an interim measure. This criteria was deemed to not be applicable for this intersection because a traffic control signal is not currently justified nor has it been requested. CRITERIA B — COLLISION ANALYSIS The minimum requirements for this criterion are: Five or more reported crashes in a 12 -month period that are susceptible to correction by a multi -way stop installation. Such crashes include right -turn and left -turn collisions as well as right -angle collisions. Crash reports from January 2007 through May 2010 were analyzed for the Pelican Bay Boulevard at Ridgewood Drive intersection. A total of 5 crashes, as shown in Appendix A, were reported for this 41 month period, which equates to approximately 1.5 crashes per year. All of the reported crashes were due to a failure to yield the right of way. This is less than the Tindale- Oliver and Associates, Inc. Therefore, this criteria is not met. However, the installation of an all -way stop would potentially alleviate the crashes occurring at the intersection and make those crashes that do occur be less severe. According to the U.S. Department of Transportation Federal Highway Administration's Crash Modification Factors Clearinghouse, approximately 44% of the crashes occurring at a 2 -way stop intersection will be mitigated by installing a 4 -way stop. CRITERIA C — TRAFFIC VOLUMES The requirements for Criteria C are that traffic volumes on the major street (Pelican Bay Boulevard) and traffic, pedestrian, and bicyclist volumes on the minor street (Ridgewood Drive) be collected for a minimum of eight -hours on a typically day and that a delay study be performed on the minor street approach during the peak hour. In order for Criteria C to be met, the minimum volumes and delays, as specified in Criteria C.1, C.2.a, and C.2.b, must all be met. Turning movement counts were collected at the study intersection on April 11, 2011 from 7:00 am to 10:30 pm. The traffic volume count data, provided in Appendix B, was summarized per hour, by approach, and movement to determine the hourly volumes against which the multi -way stop criteria was evaluated, as summarized in Table 1 and Table 2. CRITERIA C.2.b - VEHICULAR DELAY The minimum requirements for this criteria are: An average delay to the minor - street traffic of at least 30 seconds per vehicle during the highest hour. Vehicular delay was measured for the northbound and southbound approaches of Ridgewood Drive at Pelican Bay Boulevard, on April 11, 2011 from 7:00 am to 9:00 am and from 4:00 pm to 10:00 pm. The delay study was performed in accordance' with the Manual of Traffic Engineering Studies (ITE, 4th edition, 1976). The results of the delay study are summarized in Table 5, with complete documentation provided in Appendix C. Table 5. - Criteria C.2.b Summary - Minor Street Vehicular Delay Summary As shown in Tables 5, the minimum vehicular delay on the minor street approach is not satisfied for any time period. It should be noted that during the study, there was a sold out concert, from 8:00 pm to 10:00 pm, occurring at the Philharmonic Center for the Arts, located on the southwest comer of the intersection. Even with this additional traffic, an average delay of 30 seconds was not achieved on Ridgewood Drive. However, the technicians measuring the vehicle delay observed that during this time, many of the vehicles did not come to a complete stop. Instead many vehicles Tindale- Oliver and Associates, Inc. As a result, the average delay during this time period is less than it would be if all of the vehicles came to a complete stop. OTHER CRITERIA According to the MUTCD, other criteria that may be considered include: A. The need to control left -turn conflicts; Only one of the five crashes that occurred between January 2007 and May 2010 was due to a left -turn conflict. B. The need to control vehicle /pedestrian conflicts near locations that generate high pedestrian volumes; As shown below, in Table 6, at the intersection of Pelican Bay Boulevard and Ridgewood Drive, there was significant bicycle and pedestrian traffic in the morning. However, after 12:00 pm n there were 13 or fewer bicyclists and pedestrians crossing the intersection every hour. Table 6. - Bicycle and Pedestrian Volumes. Locations where a road user, after stopping, cannot see conflicting traffic and is not able to negotiate the intersection unless conflicting cross traffic is also required to stop; None of the five crashes that occurred between January 2007 and May 2010 appeared to be caused by a road user stopping, and being unable to see conflicting traffic or unable to negotiate the intersection unless conflicting traffic was also required to stop. Sight distances on the side - street approaches were good. D. An intersection of two residential neighborhood collector (through) streets of similar design and operating characteristics where multi -way stop control would improve traffic operational characteristics of the intersection. Only the southbound approach of Ridgewood Drive is a neighborhood collector street. Pelican Bay Boulevard, operates at a faster speed, and has a greater volume of traffic than Ridgewood ^ Drive. SUMMARY The analysis of the multi -way stop criteria at the Pelican Bay Boulevard at Ridgewood Drive intersection concluded that Criteria C.1 (minimum vehicular volume on the major street) and C.2.a (minimum vehicular volume on minor street) are met. However, Criteria B (collision analysis) and C.2.b (minor street vehicular delay) are not met. Since Criteria C.2.b is not met, all of Criteria C is considered to not be met. CONCLUSION Although the major and minor street traffic volume criteria are met for the Pelican Bay Boulevard at Ridgewood Drive intersection, the number of crashes and the average delay criteria are not met and because of this, MUTCD warrants for a four -way stop control are not met. However, during the data collection and from a site visit, it was noted that some pedestrians had difficulty crossing the intersection due to aggressive driving and speeding vehicles. As an alternative to an all -way stop, rapid flashing pedestrian beacons and lighted crosswalks may be considered as a potential means of increasing crosswalk visibility and pedestrian safety when crossing the intersection. However, the initial cost for the installation of the beacons and lighted crosswalks, as well as the on -going maintenance and energy costs associated with this alternative, can prove to be a rather substantial investment especially when compared to the minimal installation and maintenance cost associated with that of a stop - controlled intersection. It should be noted that there are several other intersections on Pelican Bay Boulevard that are similar in character to the Pelican Bay Boulevard at Ridgewood Drive intersection. All of them involve the intersection of multi -lane roads with medians and appear to have comparable traffic volumes. Three of these intersections are all -way stop - controlled, the closest of which is the intersection of Pelican Bay Boulevard at West Boulevard, located 580 feet to the west of Ridgewood Drive. Due to the similarities and proximity to these other all -way stop - controlled intersections, pedestrians and motorists approaching the Pelican Bay Boulevard at Ridgewood Drive intersection might also expect it to be controlled by all -way stop signs. The installation of an all - way stop - controlled intersection would also help improve the pedestrian safety concerns voiced by residents and observed during the data collection and site visit. The criteria listed in the MUTCD are guidelines that should be considered before a multi -way stop sign is installed. However, it is finally up to the discretion of the Collier County Transportation Engineering Department, in response to its understanding of local conditions, whether a multi -way stop sign should be installed to alleviate residents' concerns.
