PRESS RELEASE 10"*N FOR IMMEDIATE RELEASE October 5, 2011 The Collier County Board of Commissioners is seeking applications for positions on several advisory committees. The Affordable Housing Advisory Committee currently has 3 vacancies, 1 for a member in the category, Real Estate, with a term to expire on October 1, 2013, and 1 for a member in the category, area of labor actively engaged in home building, with a tern to expire October 1, 2013, and 1 member as, an alternate, with a term to expire October 1, 2013. It is required that 1 of the applicants reside in Immokalee. This is an 11 member committee created by Ordinance 91 -65 as amended to monitor the implementation of the Affordable Housing Task Force's recommendations, and the goals, objectives, and policies of the Housing Elements of the County's Growth Management Plan and the City's Comprehensive Plan Determine the effect of proposed ordinances of affordable housing and make recommendations to the Board of County Commissioners and the Naples City Council; and investigate any other relevant areas so directed by the Board of County Commissioners. The Board of County Commissioners will appoint 9 members, including the alternate member, and one of those must be a resident of Immokalee. The City of Naples will appoint 2 members. Terms are 3 years. The Black Affairs Advisory Board has one (1) vacancy for a term expiring on June 25, 2013 This nine (9) member committee identifies and evaluates problems unique to the Black Community, reviews and recommends ways to ensure open communication between minorities and Collier County Government and provides periodic reports to the Board of County Commissioners. Terms will be four (4) years. The Collier County Planning Commission has 1 term that expired on October 1, 2011 representing District 2. This 9 member committee assists in the formulation and review of the Comprehensive Land Use Plan, Land Development Code, and amendments to both, and then submits their recommendations to the Board for final decision. Members are required to file a Form 1, Statement of Financial Interest each year with the Supervisor of Elections. Terms are 4 years. The Consumer Advisory Board (CAB) has 2 vacancies for terms expiring on December 1, 2015. This board was created on May 26, 2009, by Ordinance No. 2009 -27. This 5 member board was created for the purpose of hearing any appeals from adverse administrative decisions regarding a public vehicle license pen-nit. They will also hear all public consumer issues. No member of the CAB shall be a current motor vehicle for hire owner or operator, nor shall they be a family member of the same household of a current motor vehicle for hire owner or operator. Adverse decisions of the CAB may be appealed, within thirty (30) days, to the Board of County Commissioners. The CAB will be a quasi-judicial board. After initial appointments, terms will be 4 years. The Development Services Advisory Committee has 6 terms expiring on December 14, 2011, representing land planner, engineer, structural engineer, environmental planner, general contractor and residential commercial construction. This committee is composed of 15 members and represents the various aspects of the development industry such as architect, general contractor, residential or builder contractor, environmentalist, land planner, land developer, landscape architect, professional engineer, utility contractor, plumbing contractor, electrical contractor, structural engineer, and attorney. The ^ purpose of this committee is to provide reports and recommendations to the Board of County Commissioners to assist in the enhancement of operational efficiency and budgetary accountability within the Growth Management/Planning & Regulation Division and to serve as a primary communication link between the Growth Management/Planning & Regulation Division, the development industry and the citizens of C ^" : °~ cl -- +" T °-ms are for 4 years. This 5 member committee assists the Board of County Commissioners in handling the matters pertaining to the taxing district which was formed for the purpose of beautification and maintenance of landscape improvements within the road right of way as described by ordinance boundaries. Terms are 4 years. The Golden Gate Community Center Advisory Committee has 3 terms expiring on December 31, 2011. This 5 member committee assists the Board of County Commissioners by reviewing and making recommendations regarding the budget and operation of the community center. Applicants must reside within the Golden Gate Community Center MSTU District. Terms are 2 years. The Golden Gate Estates Land Trust Committee has 1 vacancy for a candidate to serve until October 13, 2014. This 5 member committee serves in an advisory capacity to the Board of County Commissioners for the purpose of carrying out the requirements, conditions and various provisions of an Agreement relating to the use of land, or funds derived from the sale of land, conveyed to the County by Avatar Properties Inc. (f /k/a GAC Properties Inc.). Applicants must reside within the subdivision known as "Golden Gate Estates." Member selection may depend upon location of residence within specific areas (phases) of the Estates. The Hispanic Affairs Advisory Committee has 3 vacancies, 2 terms to expire June 25, 2013 and 1 term to expire June 25, 2015. This 9 member board identifies and evaluates problems unique to the Hispanic Community, reviews and recommends ways to ensure open communication between the minorities and Collier County Government and provides periodic reports to the Board of County Commissioners. Terms are 4 years. The Immokalee Beautification MSTU Advisory Committee has 1 vacancy for a new term to expire on March 13, 2016. This 5 member committee advises the Board of County Commissioners on the budget and related matters pertaining to the beautification taxing district. Members must be residents of the Immokalee Beautification Taxing District. The Immokalee Enterprise Zone Development Agency has 1 vacancy for a term to expire on April 4, 2013; representing a Resident in Zone. This 13 member committee was created on March 28, 1995, by Ordinance 95 -22 to induce private investment into distressed areas to create economic opportunities and sustainable economic development for designated areas. To permit Collier County to participate in this program, the Board of County Commissioners nominated the Immokalee Community to be considered by the Florida Department of Commerce for Enterprise Zone designation in Resolution No. 95 -248, approved March 28, 1995. As part of the formal application for an Enterprise Zone, the State required that a committee consisting of a broad base of citizens be established. The committee has representation from the Immokalee Chamber of Commerce, financial or insurance entities, businesses operating within the nominated area, residents living within the nominated area, nonprofit community - based organizations operating within the nominated area, local Workforce Development Board, local code enforcement agency, and local law enforcement agency. This committee also serves as the Immokalee Redevelopment Board. The Isles of Capri Fire Control District Advisory Committee has 2 terms expiring on December 31, 2011. This 5 member committee advises the Board on the budget and operation of the Isles of Capri Fire Control District. Terms are 2 years and members must reside within the boundaries of the Isles of Capri Municipal Fire Services Taxing District. Packet Page -393- 10/11/2011 Item 9. E. The 5 member committee was established on July 28, 2009 by Ordinance No. 2009 -44 to recommend to the Board of County �. Commissioners an itemized budget of the amount of money required to carry out the business of the MSTU, recommend work programs and priorities in accordance with the adopted budget/budget amendments in carrying out the MSTU and may adopt guidelines to govern its operation and the operation of the MSTU, subject to approval by the Board of County Commissioners. Members must reside within the MSTU which will include Sapphire Lakes, The Shores, Furse Lakes Club, Granada Lakes Villas, Ibis Club, Madison Park, Blue Heron, Sherwood Park, Berkshire Lakes - Berkshire Pine, Sabal Lakes, and Plantation. Terms will be 4 years. The Vanderbilt Beach Beautification MSTU Advisory Committee has 1 vacancy for a new term that will expire on November 13, 2015. This 5 member committee was established on July 31, 2001 by Ordinance No. 2001 -43 to aid and assist the BCC in carrying out the purposes of the MSTU, to prepare and recommend to the BCC an itemized budget for the MSTU and recommend work programs and priorities to the County Manager. Members must be permanent residents within the MSTU. Terms will be 4 years. The Value Adjustment Board is seeking applications for one alternate citizen member. The Value Adjustment Board considers recommendations of the Special Magistrates on tax petitions regarding exemptions, classifications, assessed values, and untimely petitions for the current tax year. Value Adjustment Board meetings are held in accordance with the Rules of Procedure to be adopted by the Value Adjustment Board, administrative rules promulgated by the Florida Department of Revenue, and applicable Florida Statutes. The citizen members must own homestead property within Collier County and may not be a member of or employee of a taxing authority and may not represent other property owners in any administrative or judicial review of property taxes. The citizen members should also be available to attend VAB meetings at the Government Center three times during the year. Some knowledge of real property and appraisal practice is encouraged. The Water and Wastewater Authority has 1 vacancy for a new term that will expire on May 21, 2015; this is for a technical member. This 5 member council was established on February 27, 1996, by Ordinance No. 96 -6 to regulate utility rates and related matters regarding non - exempt water and wastewater utilities in unincorporated Collier County. Three members shall be technical in nature, with expertise in engineering, finance and /or business administration. The remaining 2 members shall be appointed on the basis of individual civic pride, integrity, and experience in any area of regulation. Members are required to file a Form 1 Statement of Financial Interests each year with the Supervisor of Elections. The terns will be 4 years. The Housing Finance Authority has 1 vacancy for a new tern to expire on July 24, 2015 and 2 vacancies for new terns to expire on November 11, 2015. This 5 member authority was created by County Ordinance No. 80 -66 on July 29, 1980, pursuant to Chapter 159, Part IV, of the Florida Statutes as a governmental body authorized to issue tax exempt bonds. Not less than a majority of the members shall be knowledgeable in one of the following fields; labor, finance or commerce. Terms are 4 years.
