OBJE<:TIVE: To. obtain approval from the. Board of County Commissioners to adopt a Resolution approving the 2012 Fiscal Year Pay and Classificati.on Plan which includes additions. deletions or modifications from July 1, 2011 forward. and to continue authorizing the creation of new job titles. modification -of job re$ponsibiJities...and assignment of pay ranges from the proposed 2012 Fiscal Year Pay and Classifacation Plan, using the existing "Archer" point-tactor job evaluation system. .subject to a quarterly report to the Board. CO~~m~RATIONS:: Attached to the praposedResolution as Exhibit 1 is the County's 2012 Fiscal Year Pay and ClassiflCationPlan. Attached as Exhibit 2 to the proposed Resolution is a statement that there will be no cost of living adjustment (COLA) or merit adjustments to be. effected in FY2012 by the proposed Resolution. The proposed Resolution shall apply to all employees under the administration of the County. Manager r'\ except those employees who are aJso. subject to a collective bargaining agreement. Such employees shall.continue to be pa.id and receive increases in accordance with the governing collective bargaining agreement; although no COLA or merit adjustments are owed to those ef'!lployees during FY20 12. either. It is essential that base salaries and ranges. remain competitive, which was achieved through the Pay and Classification Study conducted in 2001 and every year thereafter. Through analysis of local market data and data of other Florida govemmentat agencies , and considering budget constraints, it has been determined that it is not necessary at this time to adjust the marketpoints of the pay ranges as reflected on Exhibits 1 and 2 to the proposed R~olution. . In addition, the proposed Resolution seeks cont~nued authorization from the Bcardta create new classifications, modify and/or delete classifications and assign pay ranges using the existing. "Archer" point-factor job evaluation system from the pay ranges set forth in the proposed Fiscal Year 2012 Pay and Classification Pian. subject to a quarterly report to the Board . ~ The County must also consider the budgetary/economic issues that have arisen and the resulting need to utilize our budgeted funds in the most economical manner. This will be achieved by not providing any COLA or merit increases for FY 2012. FISCALij\WACT: The results of these actions will have no fiscal impact to the. County. This item has been reviewed by the County Attorney, is legally sufficient for Board action, and requires majority support for approval. -JAK GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. RECOMMENDATION: That the Board of Commissioners adopts the proposed Resolution approving the 2012 Fiscal Year Pay and Classification Plan inclusive of any changes from July 1, 2011 forward, and continues authorizing the creation of new classifications, modification and/or deletion of classifications and assignment of pay ranges as needed, using the existing "Archer" point-factor job evaluation system from the proposed 2012 Pay and Classification Plan, subject to a quarterly report to the Board. PHILOSOPHY The philosophy of Collier County Government is to provide a market-based compensation program that meets the following goals: Facilitates the hiring and retention of the most knowledgeable, skilled and experienced employees available. Supports continuous training, professional development and enhanced career mobility. Recognizes and rewards individual and team achievement. Recognizes that the current financial/economic/budget climate for FY 2012 impacts the affordability of a general wage adjustment and merit increases 2. OBJECTIVES In support of this compensation philosophy, the following objectives have been established for FY 2012: Maintain three distinct pay plans that target appropriate reward mechanisms for management, professional/technical and hourly employees. Do not adjust salary ranges Provide no merit awards for FY 2012 3. GENERAL WAGE ADJUSTMENT A cost ofliving adjustment (COLA) will not be applied to base salaries in FY 2012. ---- 4. WHEREAS, it has been the policy of Collier County to establish and administer a system of compensation based on principles of public accountability, external competitiveness, internal equity, relative complexity and responsibility between classifications, market economic conditions, County financial policies and appropriate federal, state and local laws pertaining to compensation so as to contribute to an environment conducive to employee motivation and productivity as is more fully set forth in Ordinance No. 96-40, as amended by Ordinance No, 2001-50; and WHEREAS, the Board of County Commissioners believes this policy may be achieved through a combination of an annual pay and classification plan for employees under the administration of the County Manager and the approval from time to time, and as appropriate, of general wage adjustments. ---- NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY., FLORIDA, that: 1. The 2012 Fiscal Year Pay and Classification Plan for employees under the administration of the County Manager, a copy of which is attached hereto as Exhibit 1, is hereby approved and adopted. 2. No cost of living (COLA) or merit adjustments for employees under the administration of the County Manager, as is more particularly described in Exhibit 2 hereto, are hereby approved. 3. Employees under the administration of the County Manager who are also subject to a collective bargaining agreement shall, however, continue to be paid and receive increases in accordance with the terms of the governing collective bargaining agreement. 4. In order to avoid future delay in creating new and/or modified classifications, assigning salary ranges and to promote more efficient hiring practices and aid in promptly paying County employees whose employment responsibilities have been adjusted or modified, it is necessary to continue the policy that promotes swift amendments to the Annual Pay and Classification Plan; and .-...
