OBJECTIVE: To approve one CRA staff member's attendance at the Florida Division of Emergency Management's Workshop on Cost Benefit Analysis: Entry Level Training; authorize payment of attendee's lodging, travel and per diem from the Bayshore Gateway Triangle Fund 187 travel budget; and declare the training received as serving a valid public purpose. BACKG~OUND: Pursuant to Resolution No. 99-410, the Board of County Commissioners has detenninedthat attendance at functions or activities that are of educational, professional or trade serves as a valid public purpose, provided that said functions reasonably relate to Collier County matters. Florida Statute 163.387(6) (Redevelopment trust fund) states: 'Moneys in the redevelopment trust fund may be expended from time to time for the following purposes, when directly related to fmancing or refmancing of redevelopment in a community redevelopment area pursuant to an approved community redevelopment plan: (a) Administrative and overhead expenseS necessary or incidental to the implementation of a community redevelopment plan adopted by the agency.' r'\ CONSlJ)ERATIONS: On September 6th, the Local CRA Advisory Board forwarded a recommendation to pay travel and lodging expenses for CRA Grants Coordinator, Ashley Caserta; to 3ttendthe Florida Division of Emergency Management' s Workshop on Cost Benefit Analysis: Entry Level Training to be held in Plantation, Florida, on October 4-5, 2011. The maximum cost is approximately $292.00 for lodging and meals and approximately $10.00 for transportation costs ina County owned vehicle, for a total cost of $302.00. This training is necessary in order to successfully complete and apply for a FEMA Flood Mitigation Grant. The Cost Benefit Analysis is the most stringent (and hard to complete) and most important portion of the grant application. This course will allow CRA staff to obtain the necessary training to properly use the FEMA software, to complete the Benefit Cost Analysis and submitasuccessfulapplication for FEMA Flood Mitigation grant funds that require. PUBLIC PURPOSE: To comply with Board of County Commissioners' direction (acting.as the eRA Board) to secure funds to acquire additional land to expand the Gateway Triangle Storm Water Pond. Southwest Florida Water ManagepJ.ent District (SFWMD) representatives concur that by expanding the pond's surface area through the purchase of abutting parcels, the pond may be able to alleviate flooding problems during a 100-ye3f storm. ,,-....., FISCAL IMPACT: Sufficient budget exists within the FY12 Bayshore Gateway Triangle Fund 187 (Travel Professional Development) to fund the requested training attendance. GROWTH MANAGEMENT IMPACT: Policy 4.7 of the Future Land Use Element of the Growth Management Plan states that redevelopment plans may be developed for specific areas within the County, including the Bayshore Gateway Triangle CRA, that may consider alternative land use plans, modifications to development standards, improvements to infrastructure and incentives to encourage redevelopment. RECOMMENDATION: The Community Redevelopment Agency approve Ashley Caserta's attendance at the Florida Division of Emergency Management's Workshop on Cost Benefit Analysis: Entry Level Training; authorize payment of lodging, travel and per diem from the Bayshore Gateway Triangle Trust Fund 187 travel budget; and declare the training received as serving a valid public purpose. G-278 Benefit-Cost Analysis: Entry-Level Training ~ This is a 2-day course designed as an introduction to the fundamental concepts of benefit cost (BC) analysis. Participants will learn how to obtain BC data and conduct analysis using the basic versions of the riverine and coastal A-zone software modules. This course was not designed to teach how to conduct level-two BC analysis unless supplemented with user instructions on current FEMA BCA software and advanced instruction modules; even when delivery is in this manner, students must come to class equipped with laptops and the current software installed. A Benefit Cost Analysis (BCA) is a requirement for mostly all the Hazard Mitigation Programs (HMA) with some exceptions as Planning Projects or 5% Initiative Projects. For every project from the Hazard Mitigation Grant Program (HMGP), Pre Disaster Mitigation (PDM), Flood Mitigation Assistance (FMA), Repetitive Flood Claims Program (RFC) and the Severe Repetitive Loss Program (SRL) a Benefit Cost Analysis needs to be done in order to attempt to measure the social benefits of a proposed project demonstrating its cost effectiveness, the evaluation shall generate a benefit-cost analysis ratio and a total of benefits in US Dollars, to indicate the reduction in losses in future events once the project is completed. This BCA is performed utilizing software built and provided by FEMA. The new Benefit Cost Analysis version 4.5.5 was approved in 2009 with several differences compare to older versions. For all participants it is recommended to have a computer available with the installed software. NOTE: This course description was updated 08/30/2011 by FDEM, Training and Exercise Unit. The primary target audiences for this course are FDEM State Hazard Mitigation personnel and select County officials who deal directly with the mitigation process. Other personnel involved in conducting BC analysis may also apply (County EM Directors must approve of these personnel attending) Participants should have some prior knowledge of mathematics (basic algebra and percentages) and computers (Windows and spreadsheet programs). ,-...
