EXECUTIVE SUMMARY.
Recommendation -to authorize a $402,000 budget amendment to add gas tu funding in Pr()ject
60116, US 41/CR 951 iatenectioncapacity improvemeats to address the resurfacing,

OBJECTIVE: To authorize a budget amendment to move funding from an existing project
(60171) into the US 41/CR 951 project (60116).
CONSIDERATIONS: To move $402,000 of gas tax funds from Multi Project Right of Way
60171 into the US 411CR 951 project (60116). This project is Ifor intersection ~acity
improvements to the US 41/CR 951 and resurfacing, restoration and rehabilitation (3R) roadway
improvements to SR 951. Total design cost for the project is $1,978,240 and $402,000 of this
total amount is not impact fee eligible. This change is necessary to budget the gas taxftmds
needed to comply with the impact fee ordinance for this design segment.

On April 14, 2009, the BCe approved aDeveloper Contribution Agreement (DCA) between the
Consortium Developers and Collier County to provide funding for improvements at the
interseetion ot ,lJS41' andSR/CR95J.. The Consortium Developers have committed
$8;265,058;75. 'On,November 10, 2009theBCC~pprovedamemprapqumofagieememwith
the Florida ,Department of TranspOrtation (FOOT) where' the FDOr is wUling.to commit
$7,775,9.00 of resurfacing dollars thatis allocated for SR-951 south ofUS-41, in the fiscal year
.,2013, in order to fund the 3R Proj~~t (FOOT TIP 2009-2014).
On January 26, 2010, the BCC approved Pro(essional Services Agreement Contract # 09-5278
with Stanley Consultants Inc., for design improvements to the US41 & SR/CR951 intersection
and Resurfacing,. Restoration and Rehabilitation (3R) of SR951 (Fiddlers Creek Parkway to
. Tower Road) under project # 60116.
· Phase I will i1'lQlude the designandpennitting of the US41 and CR951 ultimate at-~ade
intersection capacity improvements.
. . Phase IA will consist of resurfacing, restoration and rehabilitation (RRR), of CR 951
from the limits of Phase I to milepost marker 9.551.
· Phase m (optional) will be negotiated if funding becomes available and consist of the
design and permitting of a grade separated overpass at the intersection of US 41 and. CR
951.
FlSC~IMPACT: ,A budget amendment is needed to transfer funds in the amount of
$402,000 from Multi Project Right of Way 60171. This budget amendment does not increase the
cost of the project but separates impact fee eligible and non impact fee eligible funding sources. '

LEGAL CONSIyERATIONS: This item has beetle reviewed by the'County Attorney's Office,
does not present a legal issue and only requires a majority vote for Board approval-SRT.
