OBJECTIVE:. To provide. tinns to complete background check services for various departmental requirements. CONSIQERA l1QN~: The Growth Management Division (GMD), Department of Operations and Regulatory Management, in accordance with Collier County Ordinance 2009-27, is responsible for the annual background checks for all vehicle for hire owners and drivers; these service categories primarily include motor vehicle. national criminal, and county criminal. The Department of Human Resources is responsible for all ~und checks of new hires fQr Collier County; these service categories are varied and include, but are nOt limited to. motor vehicle, county and state criminal, educational, and professional license verification. On August 2, 2011. Pw-chasing sent 259 entail notices to suppliers for this ITB; fifty eight (58) vendors downloaded the bid docUments. On August 23, 2011, the Purchasing Department received bids from fourteen (14) vendors and two (2) vendors tendered Uno-bids." . ~. The selection of vendors was.based on a pricing fonnula, taking into account costs of all background checks and specific categories for Human Resources, and a second formula for all costs of services for Growth Management Division (GMD), Department of Operations and Regulatory Management. A bid tabulation sheet is .attached for review. Sterling Info Systems presented the overall lowest bid for the Human Resource categories; Global HR Research, a lOCal vendor, was within ten percent (l()O.4) of the total and was provided an opportunity to match prices. Global HR Research agreed to match line-by-Iine prices of the lowest responsive bidder. While staff prepared the solicitation and finalized the recommendation, an interim contract was signed with Global HR Research from Bonita Springs, Florida to continue providing the County with background check services. Staff recommends that the Board of County Commissioners (Board) award contracts to: · Human Resource Service Scope: Global HR Research, · Growth Management Service Scope: Azura Investigations, and · TCrminate the interim contract with Global HR Research (the termination clause includes a ninety (90) day notice to Global HR Research). The standard instrument for ordering will be a County purchase order or procurement card.transaction. LEGAL CONSIDEQ,A'UQN: This item has been reviewed by the County Attorney, is legally sufficient, and requires majority vote for approval. ~JAK. FISCAL IMPAq: Background Check services collectively for the agency are approximately a $60,000 expenditure annually, based on the approved budgets.
