OBJECTIVE: To obtain professional con$tl'Uction engineering~ landscape inspection,
landscape architectural services, and siterestorotion services for the Vanderbilt Beach MSTU
FPL Underground Conversion Project.. Phase 1 ~ 2, and 3.
CON&JDERAJ'lQ~~: The Vanderbilt Beach MSTU is very close to commencing conStruction
for their FPL Underground Conversion project. Phase 1, 2, and 3 provides hurricane protection
and aesthetic improvementS through the burial of the existing overhead powerlines.
In coordination with the Public Utilities Division~ existing. asbestos water main . Jines have been
identified throughout ]X>rtions of the project phases. In accordance with Chapter 469 of the
Florida. Statutes and Rule6IE1 of the Florida Administrative Code, a State. ofF1orida certified
asbestos abatementprofessional lUust be onsite and managing the work zone where the asbestos
concrete line exists $0 that a. trained professional can be ready to take the necessary asbestos
abatement precautions in the event a. problem is encountered. The selected consultant will be
responsible for providing documentation of the existing asbestos line conditions during
~ construction, to protect County facilities according to State statutes,' and to restore the right of
way to its original condition. FP&L and Corncast, who are partnering with the County on this
project, will be responsible for the preparation' of plans and the construction associated with the
burial of their overhead services.
A request for proposal for services was advertised July 12, 2011. The e-proturement system
recorded that 1,052 notifications were sent to potential bidders, 81 packages were downloaded,
and one proposal was received on August 4,2011 from Hole Montes Inc. On August 9, 2011,
the selection committee had an organizational meeting where. copies of the. proposal was
distributed for review and scoring. On August 16,2011, the selection committee recommended
Hole Montes Inc.' as. the qualified, responsive bidder and single top-ranked finn. DUring the
solicitation prOCeSS it was noted that there were not many local firms with the required asbestos
abatement certification.
FlSC~ IMPACT: The Vanderbilt Beach MSTU (Fund 143) has funds available in the
amount of $5,668~ 1 07 .53 for the burial. ofthepowerlines and for associated consultant services.
The estimated cost ofprofessjonal services is $100,000.
GROWTH MAN~q~tffIMP ACT: There is no impact to the Growth Managemept Plan
related to this action.

LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is legally sufficient for Board action and only requires a majority vote for
approval-SR T.
REcOMMENDA TION: To approve Hole Montes, Inc. as the single qualified responding firm
for RFP # 11-5724 so that contract negotiations can begin. Following negotiations staffwill seek
the Board's approval for the acceptance ofthe negotiated contract.
