EXECUTIVE SUMMARY
Recommendation to authorize the County Manager, or his designee, as the Board of County
Commissioner's agent, to apply for Florida Fish and Wildlife Conservation Commission Anderless
Deer Permits to facilitate Pepper Ranch Preserve Hunt Program events.
tl«MCTI'VE: To obtain approval from the Board of County Commissioners (Board) authorizing
the Chairman to sign a Landowner Permission Form authorizing the County Manager, or his
designee, as the Board's; agent, to apply for Florida Fish and Wildlife 'Conservation Commission.
(FWC) Antlerless Deer Permits to facilitate Pepper Ranch Preserve Hunt Program events.
CONSIDERATIONS: It is anticipated that the harvesting of antlerless deer during Pepper Ranch
Preserve Hunt Program events will be utilized to manage the deer population within the
Preserve. Harvesting of antlerlcss deer on Pepper Ranch Preserve, outside of specified Florida
antlerless deer season dates, will require annual FWC Antlerless Deer Permits.. In order to
receive these permits, Conservation Collier land managers and FWC staff will review deer
population surveys and harvest data to develop annual deer harvest quotas. Once an annual
harvest quota is developed, staff will apply to FWC for the antlerless deer permits that will be
necessary to meet the quota.
FWC antlerless deer permits are submitted on -line, and they require the person authorized as the
applicant on the Landowner Permission Form to be the on -line submitter. Therefore, in order for
Conservation Collier staff to have the authority to apply annually for antlerless deer permits
through FWC, the attached Landowner Permission Form must be signed by the Chairman.
FISCAL I ACT: There is no fiscal impact associated with this item.
LEGAL CONSIDERATIONS: This Executive Summary has been reviewed by the County
Attorney's Office and is legally sufficient for Board action. A majority vote is required for
approval. STW
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with
this item.
RECOMMENDATION: That the Board of County Commissioners authorizes the Chairman to
sign a Landowner Permission Form authorizing the County Manager, or his designee,
specifically, Principle Environmental Specialist Melissa Hennig, as the Board of County,
Commissioner's agent, to apply for Florida Fish and Wildlife Conservation Commission
Antlerless Deer Permits to facilitate Pepper Ranch Preserve Hunt Program events.
