EXECUTIVE SUMMARY
Recommendation to rename the Conservation Collier Limpkin Marsh Preserve to the
Redroot Preserve.
OBJECTIVE: For the Board of County Commissioners (Board) to approve the renaming of the
Conservation Collier Limpkin Marsh Preserve to the Redroot Preserve.
CO ER&TION: Conservation Collier acquired the Brochu property on August 25, 2006. it
was subsequently named the Limpkin Marsh Preserve by the Board of County. Commissioners
(Board) on July 28, 2009 (Agenda Item 16E8).
In April 2011, staffreceived a call from the Manager at Corkscrew Sanctuary advising there was
a problem, in that the name Limpkin Marsh was misleading to birders visiting the Sanctuary who
had been diverted by the directional street sign away from the Sanctuary to the Preserve and
were unable to find limpkins there. Staff was asked to remove the directional sign at the
intersection of Sanctuary and Limpkin Roads and to consider renaming the preserve.
The Conservation Collier Ordinance is silent as tp the procedure for naming acquired preserves.
County policy for naming of county- owned buildings, structures or facilities advises that facility
names shall be based on the function they perform or services they provide to the public and that
the specific location, including adjacent right -of -way, body of water or any prominent landmark,
can be included in the name. (County naming policy provided as back -up). In addition to the
policy, Collier County has an ordinance (Ord. No. 2007 -62) that governs naming of streets,
developments, communities, buildings or subdivisions in Collier County. Within this ordinance,
Section 14(13. Lb) states that only 5 variations of roadways beginning with the same word shall
be permitted countywide in order to assist emergency responders in finding locations. Staff has
attempted to work within the spirit of this rule, even though the rule does not pertain specifically
to preserves. In this regard, staff has coordinated the proposed name through the Addressing
Department in the Growth Management Division and has determined that it is acceptable.
Preserve names (with several exceptions) have been recommended by the Conservation Collier
Land Acquisition Advisory'Committee ( CCLAAC) and typically reflect a prominent landscape
feature or a plant or animal that exists there. Limpkin Marsh was named because it is on
Limpkin Road, has a marsh, and has habitat suitable for limpkins. The proposed name, Redroot
Preserve,, reflects the presence of the interesting and unique redroot plant (Lacnanthese
caroliniana).
As a result of the Corkscrew Sanctuary request, staff removed the directional street sign and
discussed the matter with the CCLAAC and its Outreach subcommittee. The unanimous
recommendation from CCLAAC at its August 8, 2011 public meeting was to rename the
Limpkin Marsh Preserve to "Redroot Preserve."

FISCAL IlVIPACT: There is no fiscal impact associated with naming preserves. There will be
a cost of approximately $300 associated with revising the signage at the preserve.
GROWTH MANA "WNT IMPACT: There is no growth management impact associated
with naming preserves.
LEGAL CONSIDERATIONS: This request conforms to Ordinance No. 2007 -62 and the
adopted County -owned facility naming policy. This item has been reviewed by the County
Attorney's Office and is legally sufficient. A majority vote is required. (STW)

Substantial Financial Contribution(s).
1. Notwithstanding any other provision of this policy, except the referral provisions
listed below, a County -owned facility can be named in honor of a natural perso (s) provided
substantial sums of money or other substantial, valuable assets (such as land related to the
facility or land situate elsewhere), are contributed to Collier County by, or on behalf of, such
natural person(s), living or deceased, to assist Collier County, directly or indirectly, in acquiring
title to the underlying land, to the facility, or to some specific, identifiable part of the facility
(e.g., "The John Jones Wing of the Collier County Hospital "); provided, however, that such
person has not engaged in illegal, immoral, or otherwise improper conduct. N such natural
person need be a local person.
2. If a facility is named and it is thereafter discovered that the natural person
unbeknownst to the County, had engaged in illegal, immoral, or otherwise improper conduct,
that brings discredit upon the County, the County may in its unbridled discretion rename the
facility. If a facility is named after a then living natural person and that pe son thereafter
engages in illegal, immoral, or otherwise improper conduct, that brings discledit upon the
County, the County in its unbridled discretion, may rename the facility. This discretion to

Manager shall refer the complete application, or the recommendation to name the facility to
honor a Substantial Financial Contributor, for review comments and suggestions, as follows:

A. To the Constitutional Officer if the facility is or will be occupied by, or is or will
be under the jurisdiction of, that Constitutional Officer, or to the County Division
Administrator(s) if the facility is or will be occupied by, or is or will be under the jurisdiction of,
the Division Administrator(s), to give each such Officer or Administrator ample opportunity to
provide his or her written comments regarding the application or recommend, ti on, including
opinions why the application or recommendation is or is not appropriate.
