EXECUTIVE SUMMARY
Recommendation to award ITB 11 -5715, "Plumbing Parts and Supplies," to Ferguson Enterprises,
Inc., as the primary, Plumbmaster, Inc., as the secondary, and First Class Plumbing of Florida,
Inc., as the tertiary for an estimated annual amount of $185,000.
OBJECTIVE: To obtain approval to award ITB 11 -5715, "Plumbing Parts and Supplies," to Ferguson
Enterprises, Inc., as the primary, Plumbmaster, Inc., as the secondary, and First Class Plumbing of
Florida, Inc., as the tertiary which will provide the County access to the necessary parts and supplies
required for plumbing repairs.
CONSIDERATIONS: The Department of Facilities Management uses a wide variety of plumbing
supplies each year and regularly purchases hardware and related items to repair and maintain the
County's assets and infrastructures.
On June 21, 2011, the Purchasing Department solicited proposals from plumbing- related supply
companies. A total of one hundred and twenty -seven (127) notices were sent out electronically, thirty-
seven (37) companies downloaded the solicitation packet. A total of five (5) qualified bidders responded.
By awarding to multiple vendors, the level of service to the customers will be enhanced by providing the
ability to purchase items when not readily available by the primary vendor. A bid tabulation sheet is
attached for your review.
Staff has reviewed the bids and recommends award to Ferguson Enterprise, Inc., as the primary,
Plumbmaster, Inc., as the secondary, and First Class Plumbing of Florida, Inc., as the tertiary. Award was
given based upon lowest price, highest discount, and availability of parts and supplies. The secondary
vendor will be selected when any parts or, supplies are not readily available from the primary. The tertiary
vendor will be selected when the primary vendor and secondary vendor cannot readily accommodate the
request for part or supplies.
FISCAL IMPACT: Facilities Management's expenses are estimated to average $185,000 annually.
Funds are budgeted in the Department of Facilities Management's General Fund (001) Operating Cost
Center (1.22240).
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's
Office, is legally sufficient for Board action and only requires a majority vote for approval —SRT.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
RECOMMENDATION: That the Board of Collier County Commissioners approves the award of ITB
11 -5715, "Plumbing Parts and Supplies;" to Ferguson Enterprise, Inc., as the primary, Plumbmaster, Inc.,
as the secondary, and First Class Plumbing of Florida, Inc., as the tertiary.
