EXECUTIVE SUMMARY
Recommendation to - reject solicitation (ITB) 11 -5723, and the associated proposal that was
submitted and authorized by the Purchasing Department for the Golden Gate Canal new
Pathway.
O&IEC"I M To identify a vendor who is able to provide the service for construction of the
Golden Gate Canal Pathway.
CONSIDERATIONS: The Parks and Recreation and Purchasing Departments prepared bid
documents to solicit the construction of approximately 5,000 linear feet, 10 foot wide, shared use
pedestrian/bicycle pathway from SR 951 to Tropicana Bridge.
ITB 11- 5723 was issued on June 8, 2011, soliciting contractors to prepare the site by removing
existing trees; and installing new culverts within the pathway corridor.
Solicitations went out to 465 bidders, 88 vendors downloaded the bid documents, five bids were
submitted, and the low bidder is Quality Enterprise for the amount of $175,879.16.
The County received five (5) submissions and the bids included:
Base Bid
Quality Enterprises $175,879.16
Better Roads $204,607.45
3 R's Equipment $207,900.00
CW Roberts $245,549.41
Bonness $320,998.02
Parks and Recreation Staff has reviewed the bids and determined that the low bid was
significantly over budget and as such the project cannot go forward at this time. The BCC may
decide to reallocate these funds to another project in the future.
FISCAL IMPACT: There is no fiscal impact in the approval of this Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office,
requires majority vote, and is legally sufficient for Board action. — CMG
GROWTH MANAGEMENT IMPACT: There is no growth management impact in approving
this Executive Summary.
RECOMMENDATION: That the Board of County Commissioners reject ITB 11 -5723 for the
Golden Gate Canal Pathway.
