CONSI OATIONS: The Solid Waste Management Department (SWMD) is responsible for the
collection and processing of recyclable material throughout Collier County. The Integrated Solid
Waste Management Strategy includes preserving landfill air space and protecting the
environment, both goals that are furthered by recycling latex paint.
On June 17, 2011, under bid number 11 -5668, the Purchasing Department issued an electronic
notice for bids for the collection and recycling of latex paint. On the due date of June 30, 2011,
no vendors had submitted a bid. Therefore, on July 14 2011, the Purchasing Department again
issued an electronic notice for bid number l 1- 56688. On the due date of July 28, 2011, two
vendors submitted to be considered for this bid. Staff recommends the following two vendors for
award in the following order:
Primary: Scott Paint Company, Inc.
Secondary: EQ Florida, Inc.
Scott Paint Company, Inc., is a Florida company that recycles latex paint and paint containers.
The SWMD has been satisfied with every aspect of the service provided by Scott Paint,
including, its pickup service at our recycling drop -off centers following hurricane events. In
2010, Scott Paint recycled 217,634 pounds of latex paint brought to Collier County's recycling
drop -off and hazardous materials collection centers.
E.Q. Florida, Inc. currently collects all household hazardous materials from the SWMD's
recycling drop -off centers, and offers latex paint, recycling as an, additional service. Staff ,
recommends E.Q. Florida, Inc., as a secondary source to be used in the event of a,major disaster
where additional resources would be required.
FISCAL IMPACT„_ The annual cost for this service is approximately $54,040. Funds. are
available in the SWMD's'FYI l approved and FYI proposed budgets.
