MCUTIVE SUMMARY
Recommendation for the Board of County Commissioners to recognize FY 2011 Federal Transit
Administration Section 5307 grant revenues in the amount of $2,504,638 for Collier Area Transit,
recognize auction proceeds from the sale of rolling stock in the amount of $7,760 and approve the
necessary budget amendment.
OBJECKTIVE: To recognize FY 2011 Federal Transit Administration Section 5307 Grant revenues in the
amount of $2,504,638 for Collier Area Transit (CAT) and approve the necessary budget amendments.
CQPj ERATIQNS: Each year the Alternative Transportation Modes (ATM) Department receives
federal grant funds for the management of CAT System under the Urbanized Area Formula Program
(Section 5307) to be used predominantly for transit capital projects as defined by FTA. Based on the last
three years apportionments the expected; amount allocated to Collier County was estimated at $2,578,927.
After the full apportionment was announced, the final amount awarded to 'Collier County is $2,504,638.
On January 11, 2011 the Board of County Commissioners approved CAT to submit the 5307 FY 11 grant
application for`the following projects: (1) transit enhancement amenities such as the purchase, installation,
replacement and/or repair of bus shelter and amenities; (2) taking security measures such as installing
security cameras and additional outdoor lighting at the CAT facility; (3) use of the provision for ADA
operations; (4) replacement of two rolling stock that have exceeded life expectancy thresholds; (5) service
and preventative maintenance of rolling stock (buses and support vehicles); and (6) bus route operations.

In order to utilize these funds for the project identified, the Board must officially recognize the funds and
execute the appropriate budget amendment.
FISCAL IMPACT: A budget amendment is required to recognize grant revenue in the amount of
$2,504,638 and proceeds from the sale of past rolling stock in the amount of $7,760 to CAT Grant Fund
424, Project 33172. Operating assistance funding in the amount of $477,477 requires a.50 % dollar cash
match which is available from the annual Gas Tax (313) transfer to support transit operations. The match
of $477,477 will be budgeted separately within CAT Match Fund 425, Project 33172.
LEGAL CO1W10DERATIONS: This item has been reviewed by the County Attorney's Office, does not
present a legal` issue and -only requires a majority vote for Board approval —SRT.
GROWTH MANAGEMENT IMPACT; There is no Growth Management Impact associated with this
Executive Summary.
RECOMMNIIATION That the Board recognize grant revenues from the Federal Transit
Administration Section 5367 FY 2011 in the amount of $2,504,638 and auction proceeds from the sale of
past rolling stock in the amount of $7,760 for Collier Area Transit (CAT) and authorize the Chairman or
his designee to approve the necessary budget amendments.
