Dear Mr. Reeves:
Please be advised that you are scheduled to appear before the Collier County Board of Commissioners at
the meeting of September 13, 2011, regarding the above referenced subject.
Your petition to the Board of County Commissioners will be limited to ten minutes. Please be advised
that the Board will take no action on your petition at this meeting. However, your petition may be
placed on a future agenda for consideration at the Board's discretion. If the subject matter is currently
under litigation or is an on -going Code Enforcement case, the Board will hear the item but will not
discuss the item after it has been presented. Therefore, your petition to the Board should be to advise
them of your concern and the need for action by the Board at a future meeting.
The meeting will begin at 9:00 a.m. in the Board's Chambers on the Third Floor of the W. Harmon Turner
Building (Building "F ") of the government complex. Please arrange to be present at this meeting and to
respond to inquiries by Board members.

Please explain in detail the reason you are reauesting to speak (attach additional pace if necessary):
I am requesting to speak before the board regarding the current requirement of a permit for the
replacement of electric water heaters. Since there is no specific exemption for water heater
replacement under the current Florida Building Code section 105.2, the Florida Building Commission
interprets this as to mean a permit is therefore required. I have spoken with the Collier County
permitting department on four separate occasions regarding the necessity of this permit and have
received four different responses that contradict the previous response. The County seems confused on
the need and purpose of this permit and subsequent inspection to whether they are inspecting the
plumbing aspect of the water heater or the electrical connection to the water heater. if there is more of
a concern to whether or not the electrical connection is up to code, as implied by county inspectors, a
plumbing permit does not seem applicable for the replacement of like for like water heaters. The City of
Naples, Marco Island, and Lee County do not require a permit for replacing like for like water heaters
just as it is not required for single family homes in unincorporated Collier County. Multi - family dwellings
should receive the same exemption as single family homes regardless of if they are a duplex, villa, or
condominium.
Please explain in detail the action you are asking the Commission to take (attach additional gage if
necessary):
To include multi- family dwellings under the current exemptions for the replacement of 'like for like"
water heaters.
