EXECUTIVE SUMMARY RECOMMENDATION THAT THE COLLIER COUNTY BOARD OF COUNTY COMMISSIONERS APPROVE A RESOLUTION CHANGING THE BOUNDARIES AND NUMERIC DESIGNATIONS OF CERTAIN PRECINCTS DUE TO CONSOLIDATION WITH ADJACENT PRECINCTS. OBJECTIVE: To obtain the Board's approval of a Resolution consolidating the following voting precincts: Precinct 139 and that portion of Precinct 154 north of Rattlesnake Hammock Rd. as the new Precinct 139; that portion of Precinct 154 south of Rattlesnake Hammock Rd. and Precinct 156 as the new Precinct 156; Precincts 190 and 191 as the new Precinct 190; Precincts 192, 193 and 196 as the new Precinct 193; Precincts 194 and 195 as the new Precinct 194; Precincts 201, 202 and that portion of Precinct 203 containing Marcello Circle and Caldera Lane as the new Precinct 202; Precincts 204, 223 and 254 as the new Precinct 223; Precincts 251 and 259 as the new Precinct 251; Precincts 255 and 256 as the new Precinct 255; Precincts 253 and 257 as the new Precinct 257; Precincts 210 and 258 as the new Precinct 258; Precincts 322 and 343 as the new Precinct 322; Precincts 323, 325, 326 and that portion of Precinct 327 north of Interstate 75 as the new Precinct 323; that portion of Precinct 327 south of Interstate 75 and Precinct 332 as the new Precinct 332; Precincts 414 and 415 as the new Precinct 414; Precincts 418, 419 and 420 as the new Precinct 418; Precincts 434 and 451 as the new Precinct 434; Precincts 460 and 462 as the new Precinct 462; Precincts 464, 467 and 468 as the new Precinct 464; and Precincts 471, 474 and 477 as the new Precinct 477. CONSIDERATIONS: The percentage of Collier County electors who vote prior to election day has steadily increased over the last decade. Additionally, the use of electronic poll books for election day voting allows for faster processing of voters. The Supervisor of Elections has determined that the consolidation of certain precincts will lead to the more efficient administration of elections and improve voter services, without placing any undue burdens upon electors, including minority electors. Section 101.001 (1), Florida Statutes, authorizes the Board of County Commissioners of each county, upon recommendation and approval of the Supervisor, to alter or create precincts for voting in the county. The consolidation of these precincts will have no effect on the County Commission/ School Board redistricting project. FISCAL IMPACT: There is no fiscal impact associated with this request. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office, is legally sufficient for Board action and only requires a majority vote for approval —SRT. GROWTH MANAGEMENT: There is no impact on the Growth Management Plan. RECOMMENDATION: It is recommended that the Board authorize the Chairman to sign the appropriate resolution adopting the precinct boundary changes. WHEREAS, upon adoption of this Resolution by the Board the Supervisor wilI submit the changes to the United States Department of Justice for preclearance under Section 5 of the Voting Rights Act. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA that the above proposed changes to precinct boundaries proposed by the Supervisor of Elections be adopted. See the attached exhibits (Exhibit A and Exhibit B) for the census block assignments and maps of the new precincts.
