EXECUTIVE SUMMARY
Recognize carry forward from Fund 602, Confiscated Trust Funds, and approve the
expenditure of $146,000 in Confiscated Trust Funds as required grant match for the Public
Safety Interoperable Communications (PSIC) grant, and transfer said funds to the
Sheriff's grant fund 115.
OBJECTIVE: To recognize higher than anticipated carry forward in Confiscated Trust Funds and seek
appropriation from Fund 602 (CTF) of $146,000 as the remaining required match for the Division of
Emergency Management Public Safety Interoperable Communications (PSIC) grant.
CONSIDERATION: The Collier County Board of County Commission approved the Sheriff as the
applicant for a Public Safety Interoperable Communications (PSIC) grant in 2007. PSIC has provided the
Collier County Sheriff's Office with over $1.6 million in federal funds to purchase public safety
equipment including a mobile command center and multiple interoperable communication equipment
since 2009. A 25% cash match was required for this grant. CCSO requests that $146.000 from
Confiscated Trust Funds be authorized to pay the remaining grant match.
This request is a legitimate expenditure of Confiscated Trust Funds under Subsection 932.7055 (5) (a)
Florida Statutes to provide matching funds for federal grants.
FISCAL IMPACT: A budget amendment is needed to recognize carry forward, approve $146.000 in
grant match from Fund 602, and transfer of funds to the Sheriffs grant fund 115.
GROWTH MANAGEMENT: There are no Growth Management Plan impacts.
RECOMMENDATION: That the Board of County Commissioners recognize carry forward from Fund
602, Confiscated Trust Funds. and approve the expenditure of $146,000 in Confiscated Trust Funds as
required grant match for the Public Safety Interoperable Communications grant. and transfer said funds to
the Sheriff's grant fund 115. r
