EXECUTIVE SUMMARY Recommendation to provide after - the -fact approval for the submittal of a Request For Fire Management Assistance Subgrant application to the Florida Division of Emergence Management for the reimbursement of expenses incurred during the Florida Slope Fire. OBJECTIVE: To receive after -the -fact approval trom the Board of County Commissioners to submit a Request For Fire Management Assistance Subgrant application to the Florida Division of Emergency Management for the reimbursement of expenses incurred during the Florida Slope Fire (FMA- 2902). CONSIDERATIONS: Collier County incurred expenses in response to the recent Florida Slope Fire. To be eligible for federal and state financial assistance, Collier County must be approved as an applicant by the Florida Division of Emergency Management. If approved as an applicant. Collier County will seek reimbursement for all eligible expenses including labor. equipment, and materials in support of the emergency. If awarded. FEMA will reimburse at a rate of 75% of eligible expenses. The State of Florida will reimburse the remainins 25°x6. All reimbursement activities will be coordinated by the Administrative Services Division. Prior to any reimbursement. the State will provide a funding agreement that must be approved by the Collier County Board of County Commissioners. The Florida Division of Emergency Management informed the Collier County Bureau of Emergency Services on June 20, 2011, that the application deadline was June 30. 2011. In order to make the deadline, the application was signed by the County Manager and submitted on June 23. 2011. Collier County CMA 95330 authorizes the County Manager to approve the submittal of grant applications with subsequent Board of County Commissioners action at the next available Board meeting to ratify the approval as `'after- the - fact.' FISCAL IMPACT: Approval of the Request for Fire Management Assistance Subgrant will enable Collier County to be reimbursed for 100°io of eligible expenses associated with the Florida Slope Fire. Reimbursement will be provided at a rate of 75 0/'a from FEMA and 25% from the State of Florida. preliminary assessment of expenses is approximately $50.000. LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the funds if the grant is approved. Accordingly, this Office has no issue with respect to the legal sufficiency of this request, which is appropriate for Board action. This item requires a majority vote. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. RECOMMENDATION: To provide after- the -fact approval of the attached Request for Fire Management Assistance Subgrant to the State of Florida Division of Emergency Management. SUBJECT: County Manager review and approval of a Request for Fire Management Assistance Subgrant application to the Florida Division of Emergency Management On April 27, 2011, the Federal Emergency Management Agency issued a Fire Management Assistance Declaration related to the Florida Slope Fire that impacted Collier County. As a result, Collier County is eligible to request financial assistance related to deployed resources such as force account labor and equipment. To begin the process, FEMA Form 90 -133 must be submitted to the Florida Division of Emergency Management by June 30, 2011 to indicate that Collier County intends to claim cost reimbursement of such expenses. Following submittal of this form, FEMA and the Florida Division of Emergency Management will provide claim guidance so Collier County can initiate the reimbursement process. A subsequent grant funding agreement will be provided to Collier County at a later date, which will be provided to the Board of County Commissioners for approval. Notice was received from the Florida Division of Emergency Management on June 20, 2011 that this form must be submitted by June 30, 2011 to be eligible to begin the claim process. Therefore, we are requesting your approval to submit the form, followed by after -the -fact approval by the Board of County Commissioners at the next available meeting, per CMA #5330. Your approval will also authorize Michael Cox to serve as the Primary Contact and Len Price to serve as the Alternate Contact for all administrative responsibilities related to this grant application and the subsequent claim/reimbursement form submittal process.
