EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign an amendment to an agreement
between David Lawrence Center, Inc. and Collier County for the Adult Drug Court Discretionary
Grant Program, to reallocate funds among line items, decrease the contractual amount, neither of
which impact the total grant award.
OBJECTIVE: To approve and authorize the Chairman to sign an amendment to an agreement between
David Lawrence Center. Inc. and Collier County for the Adult Drug Court Discretionary° Grant Program,
to reallocate funds among line items, decrease the contractual amount, none of which impact the total
grant award.
CONSIDERATIONS: On January 11. 2011. agenda item 16D11, the Board of County Commissioners
approved an agreement with David Lawrence Center. Inc. to operate a post- adjudication, court
supervised, substance abuse treatment program known as the Collier Count) Drug Court Program.
Funding was provided through grant # ^_010- DC -B7; -0016 from the U.S. Department of .Justice. Bureau of
Justice Assistance. The total grant amount was $197,ii14.
Following approval by the Board of County Commissioners, three (3) areas of improvement and
clarification were identified within the agreement. Specifically. this item seeks to make the following
amendment to the previously approved agreement:
1. Reallocate travel funds from Collier County to David Lawrence Center, Inc.
a. Currently, the Countv retained $910 for travel in Year One. This item will reallocate
those funds to the David Lawrence Center, Inc. increasing their Year One travel budget
from $4,550 to $5,460. This change appears in Exhibit "A Scope of Services.
2. Reallocate supply funds from Collier County to David Lawrence Center, Inc.
a. Currently, the County retained $240 for supplies in Year One and Year Two. This item
will reallocate those funds to the David Lawrence Center. Inc. creating a supply line item
for $240. This change appears in Exhibit "A ", Scope of Services.
3. Correct Contract Sun Amount
a. The current agreement states that David Lawrence Center, Inc. shall be paid the full grant
award amount of $197.614. However, Collier County has retained $10210 for
personnel and fringe benefits as grant administrator. This item will correct the contract
sum amount, reducine it by $10,210 for new total of $187,404. This change appears on
page one of the agreement and in Exhibit "A ", Scope of Services.
All other terms, conditions, and activity amount remain unchanged, as well as the purpose and intent of
the Collier County Drop Court Program.
FISCAL IMPACT: Approval of this itern will reallocate funds between line items without
impacting the total grant award. No general funds are associated with this project.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's
Office and is legally sufficient. This item requires a majority vote. —JBW
GROWTH MANAGEMENT IMPACT: There is no groAth management impact in approving this

THIS AMENDMENT, made and entered into on this _ day of 2011,
to the subject agreement shall be by and between the parties to the original Agreement,
David Lawrence Mental Health Center, Inc., (to be referred to as "Sub- recipient" and Collier
County, Florida, Naples, hereinafter called the "County."

All references to the original Agreement to "Contractor" and "Consultant" shall be replaced
by "Sub- Recipient ". In order to continue the services provided for in the original Contract
