EXECUTIVE SUMMARY
Recommendation to authorize the Chairman to approve the submission of the 2011 -12 State of
Florida Challenge Grant application and authorize the County Manager to sign authorizations on
the completed application before submission. The application is for $100,000 and must be
submitted to the Department of Children & Family Services Office on Homelessness (DCF) no later
than August 10, 2011. This grant application has no effect on ad valorem or general fund dollars.

CONSIDERATIONS: On May 27, 2003, the BCC gave approval for the County to become the Lead
Agency for the Collier County Continuum of Care and to apply on behalf of the County's social service
agencies for homeless assistance to HUD and the State of Florida. The Collier County Housing, Human
and Veteran Services Department (HHVS) applies for the State's annual Challenge Grant for homeless
assistance each summer. The deadline for the 2011 -12 application is August 10, 2011. The template

During July and August, 2011 the application will be prepared in cooperation with our local agencies
regarding their projects. The review and approval of the County Manager will be requested in advance of
submission of the application to DCF, and upon notification of funding from DCF the BCC will have the
opportunity to accept or reject the funds at a subsequent BCC meeting this fall.
The Challenge Grant is designed to promote programs that specifically address homelessness, transitional
housing needs and homelessness prevention. This year's applicants will use grant funds in a variety of
ways to include; maintaining transportation vehicles, expanding information management reporting
systems, and increasing programs and services for transitioning clients.
The following table provides a summary of the three projects intended to be submitted to the State DCF
for 2011 -12 Challenge Grant funding:

FISCAL IMPACT: The State Challenge Grant is by competitive application. Depending on the
competition and the availability of funding, the Florida State Department of Children and Family Services
could decide to fund all or just a portion of the application. Notification of funding is expected in the fall
of 2011. This grant application has no effect on ad valorem or general fund dollars.
GROWTH MANAGEMENT IMPACT: Funding of this grant application will further the goals,
objectives and policies of the County's Growth Management Plan's Housing Element.
LEGAL CONSIDERATIONS: My understanding from staff is that the County Manager is not being
requested to sign any binding agreements and that the Board will have the opportunity to accept or reject
the funds if the grant is approved. Accordingly, this Office has no issue with respect to the legal
sufficiency of this request, which is appropriate for Board action. This item requires a majority vote. —
