EXECUTIVE SUMMARY
Recommendation to approve a Resolution of the Board of County Commissioners of
Collier County, Florida supporting the County's applications to the Florida Department of
Environmental Protection (FDEP) for Long Range Budget Plan Requests for Inlet
Management Plan and Beach Renourishment Projects for Fiscal Year 2012 -2013 and
authorization of any necessary budget amendments.
OBJECTIVE: To approve a Resolution supporting the County's applications to the FDEP for
Long Range Budget Plan Requests for Fiscal Year 2012 - 20133.
CONSIDERATIONS: Coastal Zone Management continues to seek funding from FDEP in
order to cover shortfalls for necessan projects. These requests, if approved by FDEP, will
provide funding for Collier County projects consisting of (1) Wiggins Pass Inlet Management
Plan, (2) South Marco Island Beach Renourishment. and (3) Collier County Beach
Renourishment which includes the Naples Beaches. Vanderbilt Beach, Park Shore and Barefoot
Beach.
A brief description of the projects is as follows:
1. Wiggins Pass Inlet Management Plan — This project will request state funding to develop
a comprehensive inlet management plan that supports engineering and permitting
activities to straighten the Wiggins Pass channel.
2. The South Marco Beach Renourishment Project - This project will request state funding to
replenish sand and restore approximatel;- 4,400 feet along south Marco Beach due to the
existing sand erosion conditions.
3. The Collier County Beach Renourishment Projects (Naples Beaches. Vanderbilt Beach,
Park Shore and Barefoot Beach) - This project will request state funding to replenish sand
and restore the beach erosion conditions throughout the various beach shorelines areas.
FISCAL IMPACT: Approval of this resolution is required as a condition of submittal to
request long range State funding to renourish Collier County beaches and develop an Inlet
Management Plan for Wiggins Pass. Tourist Development 7 ax funds are currently available and
budgeted in Beach Renourishment Fund (195) to accomplish this work. State approval will lead
to future state cost share participation on these projects through a FDEP grant agreement and
contract.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan
related to this action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office,
requires majority vote. and is legally sufficient for Board action. - CMG
RECOMMENDATION: Approve a Resolution of the Board of County Commissioners of
Collier County. Florida supporting the County's applications to the FDEP for Long Range

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA SUPPORTING THE COUNTY'S THREE
"FLORIDA BEACH MANAGEMENT PROGRAM 2012/2013 FUNDING
REQUESTS" TO THE FLORIDA DEPARTMENT OF ENVIRONMENTAL
PROTECTION FOR LONG RANGE FUNDING REQUESTS FOR
FISCAL YEARS 2012 -2013, AGREEING TO SERVE AS THE LOCAL
SPONSOR, AND COMMITTED TO PROVIDING THE REQUIRED
LOCAL COST SHARE.
I WHEREAS, the Coastal Zone Management Department, acting on behalf of the
Collier County Board
of County Commissioners, has
prepared three
Florida Beach
Management Program
2012/2013 Funding Requests
to the Florida
Department of
Environmental Protection (FDEP) for long range grant funding for Fiscal Years 2012-
2013; and
WHEREAS, the funding requests are to fund the following Collier County
projects: (1) Wiggins Pass Inlet Management Plan, (2) South Marco Island Beach
Renourishment, and (3) Collier County Beach Renourishment which includes the
Naples Beaches, Vanderbilt Beach, Park Shore and Barefoot Beach; and
WHEREAS, the timely maintenance and restoration of these high quality and
readily accessible public recreational beaches is critical to preserve their value and
viability, and to provide a boost to both the environment and the economy of Collier
County tourism, including hotels, restaurants and related commercial activities; and
WHEREAS, the role of the County government in maintaining and restoring
beaches is appropriate and crucial; and
WHEREAS, the Board of County Commissioners supports these three funding
requests and requests approval from the FDEP for each funding request for Fiscal
Years 2012 -2013; and

WHEREAS, the Board of County Commissioners agrees to serve as the Local
Sponsor; and
WHEREAS, the Board of County Commissioners is able and committed to
providing the required Local Cost Share, and
WHEREAS, the Board of County Commissioners has ,enacted the Tourist
Development Tax Ordinance No. 92 -60, as amended, which commits funding to beach
renourishment, beach maintenance and beach park facilities.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that the Board supports the
three Florida Beach Management Program 2012/2013 Funding Requests prepared for
submittal to the Florida Department of Environmental Protection for long range funding
for Fiscal Years 2012 -2013 and requests approval from the FDEP for each funding
request.
1. The Board of County Commissioners is willing to serve as the Local
Sponsor for the renourishment projects. The County's Coastal Zone Management
Department has the staff dedicated to provide Project Management and Administrative
11 support.
2. The Board of County Commissioners is committed to providing the
required Local Cost Share. The required funds have been committed through the
Tourist Development Tax Ordinance No. 92 -60, as amended, and as identified in the
attached 10 -year plan long range planning budget of the TDC Category "A" 195 Fund.
Additional funds may become available through Federal funding sources.
