EXECUTIVE SUMMARI' Recommendation to authorize the renewal of the non - standard sole- source Contract No. 10 -5583 for a period of five more ,years and add the purchase of Siemens Industry, Inc., Bioxide Plus 71 for use by the Public Utilities Division's Wastewater Department in the estimated annual amount of $543,895. OBJECTIVE: The public purpose for this product purchase is to remain in regulatory compliance, minimize odors consistent with our good neighbor policy. and to meet demand with reliability and sustainability by utilizing Siemens Industry. Inc., (Siemens) advanced product in the wastewater collections system. CONSIDERATIONS: On November 28, 2006, as Agenda Item 16C6. the Board of County Commissioners (Board) approved the sole - source purchase of Siemens' Bioxide for a period of five years for use in the wastewater collections system for the purpose of odor control. That purchase approval will expire on November 27, 2011. The Public Utilities Division is requesting authorization to renew the existing non - standard sole source Contract No. 10 -5583 for a period of five more years, thus November 27, 2016. That will allow continued use of Bioxide and the transition to add the use of the new product, Bioxide Plus 71 described below for odor control. Bioxide is a non -toxic and safe product that is fed into the piping system between pumping stations to remove dissolved hydrogen sulfide and to reduce biological oxygen demand. This process greatly reduces odors at the pump stations and ultimately, at the wastewater treatment plants. The new contract renewal will start immediately, and will run contemporaneously with the existing contract, and stand alone to fully qualifi the transitional implementation of a new more advanced Siemens product, Bioxide Plus 71. Siemens performed a short term demonstration of this new product in five pumping stations in the south county collections system with positive results. The new product provides the following additional benefits and advantages over the original Bioxide product: • Reduces fats, oils, and grease in the pumping station wet wells. This results in labor and equipment cost savings by reducing the frequency of cleaning. • Eliminates the need for an additional blower /agitation system in the master pumping stations (MPS) wet wells, providing equipment, labor, and electric cost savings. • Allows the continued use of the existing, smaller odor control system to control odors. • The use of the new product does not require purchase or installation of new chemical feed equipment. The existing tanks and equipment may be used for Bioxide Plus 71. • Test results identified a potential cost savings of $46.105 annually if the current Bioxide is replaced with the new Bioxide Plus 71 at five stations included in the demonstration. Packet Page -1617- 7/26/2011 Item 16.C.6. Under the contract renewal, the Public Utilities Division will begin using Bioxide Plus 71 at MPS 312 followed by a monitored transition to more stations. If the benefits are sustainable. the entire collections system will be converted to Bioxide Plus 71. Although the unit price of Bioxide Plus 71 is slightly higher than the original Bioxide ($3.22 per gallon versus $2.17), the application rate is approximately 40 percent lower. resulting in an overall reduction of use and annual cost. Currently, the countywide annual cost of using Bioxide is approximately $625,000. The estimated annual cost of using Bioxide Plus 71 countywide throughout the entire wastewater collection system is estimated to be approximately $543.895. This is an ultimate annual cost savings of approximately $81,105 ($46.105 from the conversion of the initial five pumping stations and $35,000 from conversion of the remainder of the entire collections system). Pursuant to Purchasing Policy V.C.1. Siemens is the sole source provider for this patented product that has been proven to be effective for the intended purpose. The purchase of Bioxide Plus 71 from Siemens constitutes an implied license to practice the processes described in United States Patents numbers 7,553.420132; 7,087,172B: 7.186,341 B2; and, 7,138,04982. Bioxide is a registered trademark of Siemens lndustrv, Inc. FISCAL IMPACT: The actual amount to be expended will depend on consumer demands on the wastewater systems. The estimated annual cost to use Bioxide Plus 71 countywide is $543.895. Funds are available in the Collier County Water -Sewer Fund 408, which is funded through User Fees. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office, is legally sufficient for Board action and only requires a majority vote for Board approval —SRT. GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to insure the viability of public facilities. Siemens has recently completed a demonstration of Bioxide@ Plus 71 in five pump stations in the South WRF Collection Basin (see report submitted under separate cover). The demonstration documented a savings of $46,105 annually if the County replaces Bioxide@ with Bioxide@ Plus 71 at those stations. In addition to these documented savings, please note the following: • Bioxide@ Plus 71 reduces the accumulation of Fats, Oils, and Grease (FOG) in wet wells, resulting in additional cost savings from reduction in cleaning frequency. • The use of Bioxide@ Plus 71 in the LS 312.00 area eliminates the need for an agitation system in the LS 312.00 wet well. This in turn eliminates the need to provide a larger odor control biofilter that would be required to control the increased odors from agitation. This is a one -time savings of about $300,000 in biofilter equipment and installation expenses. • If Bioxide@ is replaced with Bioxide@ Plus 71 county -wide there is the potential to save an additional $35,000 annually, above and beyond the $46,105 savings from the initial demonstration (note each branch of the collection system is unique and actual savings may be more or less depending on actual conditions). The unit price of Bioxide@ Plus 71 is $3.22 per gallon, delivered in bulk loads of 3,800 gallons. All terms and conditions of our current contract for Bioxide@ would apply to purchase of Bioxide@ Plus 71. Price valid for one year. Siemens is the sole source provider of Bioxide° Plus 71.
