Please let the following brief narrative and anticipated budget serve as our proposal for the next `phase" of the IS WMP Ana Salazar implementation. Melissa Martine, Narrative James Wall The Immokalee Urban area has seen a high level of development over the last decade, with the existing and Eva Deyo recently permitted drainage not having adequate conveyance capacity and storage to meet the increase in runoff. CRA Staff The slough south of Immokalee that connects Lake Trafford to the urban area has seen lower flows over time. This reduction of flow and water levels in the slough has been impacted by the diversion of development runoff PennyPhillippi to the Barron River Canal (SR 29). Historically, water levels and flow throughout the slough were higher while Executive Director 2392522310 concentration levels in the slough and lake were lower. Collier County is now the second largest growing county in the State of Florida with the Immokalee Urban area likely to experience substantial growth as the Bradley Muckel available land closer to coast (Naples and Bonita Springs) is now built out and has reached a construction Project Manager saturation point 239.252.5549 Christie The Immokalee Urban Area functions as a key segment of the Lake Trafford Watershed, and currently there is Administrative Assistant Live Assistant q ty no water quality treatment for sormwater runoff before it enters streams and ditches flowing to the lake. In 23925223/3 addition, there are several areas within the Urban Area where flooding and conveyance capacity present both safety and health risks due to the abundance of open ditches with poor water quality. As a result, flood waters in Rosemary Dillon Administrative the hmmokalee Urban Area that. regularly impede roadways and yards during TBAssistant ultimately reach the Lake Trafford slough atthe south end of town, contain unacceptably high levels of harmful 239.269 -9628 contaminants including E -soli, phosphorus, nitrogen, ammonia and suspended solids. Marie Capita Manager In 2004 the South Florida Water Management District commissioned H.W. Lochner; Inc. of Clearwater, Florida --- DC B to undertake the Immokalee Stormwater Master Plan ( ISWMP) Design Project. The Lochner contract consisted 269 -9629 of separating the lmmokalee Urban Designated Area into six geographical "project areas" in order to analyze the existing hydraulic conditions within each area that were collectively affecting the water quality issues Packet Page -1479- 7/26/2011 Item 16.13.4. identified in the Lake Trafford Slough and receiving Lake Trafford body of water. Deliverables identified in the contract included a comprehensive detailed water quality report along with a conceptual design for each of the six project areas with the ultimate goal of measuring the existing levels of contaminants and creating a conceptual design that would alleviate all water flow and contaminant issues. The six geographical areas were subsequently identified in the Lochner study as follows: 1. Downtown Immokalce 2. Madison Creek Ditch 3. Immokalce Drive 4. Fish Creek Re- Shaping S. Slough Cross Drain Additions 6. Lake Trafford Ditch Culvert upgrades As previously stated, the initial grant from your department is currently being used to fund the construction of the "Downtown immokalee" project, which is the largest of the six projects within the ISWMP. We anticipate that DR11DREF funds will be used to complete the construction of the "Downtown' project and to fund the design and construction of subsequent phases of this massive implementation effort.
