EXECUTIVE SUMMARY
Recommendation to approve the shortlist for RFP No.11 -5697, CEI Services for the
Bayshore Gateway Triangle CRA Stormwater Improvements.
OBJECTIVE: To approve the Selection Committee shortlist and authorize staff to begin
negotiations with the top ranked firm.
CONSIDERATIONS: On April 29, 2011, a Request for Proposal was issued in
accordance with Florida Statute Section 287.055, Consultants' Competitive Negotiation
Act ( "CCNA "). Notices were emailed to 900 firms and 81 firms requested full proposal
packages. Two (2) proposal responses were received by the May 27, 2011 deadline. The
Selection Committee met on June 22, 2011 and, by consensus, shortlisted the following
firms:
1. URS Corporation
2. Allied Engineering & Testing, Inc.
The CEI services are needed for inspection of construction of the $2.7 million stormwater
drainage improvements in the residential section of the Gateway Triangle area, proposed
in the Tertiary Stormwater System Improvement Plan, approved by the Board of County
Commissioners on November 10, 2009, Item 16G1. The Bayshore Gateway Triangle
CRA has obtained funding for construction only of the stormwater drainage
improvements from the Dept. of Community Affairs. To ensure construction will be
completed per engineering specifications and to ensure that grant activities are complied
with the CRA seeks CEI services to be funded out of the CRA TIF.
FISCAL IMPACT: The funding for each work order assigned under the approved
contract will come from the Bayshore Gateway Triangle Community Redevelopment
Agency, Fund 187.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact
resulting from this action.
LEGALCONSIDERATIONS: This item has been reviewed and approved by the
County Attorney's Office, is legally sufficient for Board action and requires a majority
vote for Board approval. CMG
RECOMMENDATION: That the Board of County Commissioners approve the
shortlist for RFP No. 11 -5697, CEI Services for the Bayshore Gateway Triangle CRA
Stormwater Improvements, and authorize staff to negotiate with the number one ranked
firm (URS Corporation) for a subsequent BCC approval.
