EXECUTIVE: SUMMARY
Recommendation to reject Bid No. 11 -5718 for the replacement of Bridge No. 030152 at Oil
Well Road and authorize the re- advertisement of the project in accordance with ITB 11-
5718B.
OBJECTIVE: To reject the awarding of a construction contract to all bidders for the recently
advertised ITB solicitation 11 -5718 for the replacement of Bridge No. 030152 at Oil Well Road
(CR 858) and SR 29 over the Barron River Canal. The project will be re- advertised in
accordance with ITB 11- 5718B.
CONSIDERATIONS: Bid No. 11 -5718 was issued on May 31, 2011 and notices were
forwarded to over 1,400 contractors and five bids were received. The low Bidder, Quality
Enterprises USA, Inc., withdrew their bid because they reported that they made calculation
errors, and therefore could not honor their bid. This bid was 3% over the engineer's estimate.
The second lowest bid was 28% over the engineers' estimate. The bids were as follows:

The Engineer's estimate for the project was $1,112,253.00 (including allowances). Staff would
also like to reject all the other bids as they are not within a reasonable percentage above the
Engineer's estimate and re- advertise the project for bids.
FISCAL IMPACT: There is no fiscal impact in the approval of this Executive Summary.
GROWTH MANAGEMENT IMPACT: There is no growth management impact in approving
this Executive Summary.
LEGAL CONSIDERATION: This item has been reviewed and approved by the County
Attorney's Office, is legally sufficient for Board action and only requires a majority vote for
approval - -SRT.
RECOMMENDATION: That the Board of County Commissioners rejects Bid No. 11 -5718
Oil Well Road Bridge Replacement and direct County Manager or designee to re- advertise the
project for bid.
