EXECUTIVE SUMMARY
Recommendation to reject Invitation to Bid (ITB) 11 -5629R "Background Check Services" and the
associated quotes that were submitted. The annual impact associated with this solicitation is
approximately $75,000.
OBJECTIVE: To identify vendors who are able to provide background checks for various
departments.
CONSIDERATIONS: The Growrth Management Division (GMD), Department of Operations and
Regulatory Management, in accordance with Collier County Ordinance 2009 -27, is responsible for the
annual background checks for all vehicle for hire owners and drivers, and the Department of Human
Resources is responsible for all background checks of all new hires for Collier County.
On May 13, 2011 Purchasing sent 242 email notices to suppliers for this ITB; forty three (43) vendors
downloaded the bid. On June 7, 2011, the Purchasing Department opened bids and a total of seven (7)
vendors responded; one submittal was later deemed non - responsive as all line item pricing was not
submitted.
The selection of vendors was based on a pricing formula, taking into account costs of background checks
and specific categories for GMD, Department of Operations and Regulatory Management, and a second
formula for costs of services for Human Resources. A bid tabulation sheet is attached for review.
During the bid evaluation process staff determined that there was confusion among the various bidders
regarding the County's service and pricing requirements. Further, Vendors do not always price these
services in a uniform manner and this may have also contributed to the confusion.
Staff recommends that this bid be rejected and a new solicitation be issued that further clarifies the
requirements for providing background check services.
FISCAL IMPACT: Background check services collectively for the agency are approximately a $75,000
expenditure annually, based on the approved budgets. Costs associated with annual background check
services for vehicle for hire owners and drivers are recovered through application fees. Funds associated
with these services are budgeted in the Human Resources and GMD, Department of Operations and
Regulatory Management FYI I department cost centers.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: Section VI.D.I of the Purchasing Policy provides that "The Board of
County Commissioners shall have the authority to reject any and all bids." Accordingly, this request is
legally sufficient for Board action. This item requires majority support for approval. —JAK
