EXECUTIVE SUMMARY Recommendation to approve the extension of the U.S. Department of Housing and Urban Development (HUD) entitlement FY 2010-2011 grant periods for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Shelter Grant (ESG) by ninety days thereby changing the FYI0-ll fiscal period from July 1, 2010 throngh June 30, 2011 to July 1,2010 through September 30, 2011, authorize the continued payment of grant expenditures. and change future fiscal periods for these grants to begin on October 1" and end on September 30'". OBJECTIVE: To approve the extension of the U.S. Department of Housing and Urban Development (HUD) entitlement FY 2010-2011 grant periods for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Shelter Grant (ESG) by ninety days thereby changing the FYIO-II fiscal period from July 1,2010 through June 30, 201] to July 1,2010 through September 30, 201], authorize the continued payment of grant expenditures, and change future fiscal periods for these grants to begin on October I" and end on September 30th CONSIDERATIONS: On September 14, 2010 in item 16012. the Board approved entitlement funding agreements for the Community Development Block Grant (COB G), HOME lnvestment Partnerships (HOME). and Emergency Shelter Grant (ESG) funds for FY 2010-2011. Entitlement funding forthe FY 2010-2011 is as follows: Community Development Block Grant HOME Investment Partnerships Emergency Shelter Grant Total $2,532,752 $ 748,202 $ 95.097 $3,376,051 The Housing, Human & Veteran Services (HHVS) Department currently operates the aforementioned HUD grant programs from July]" through June 30th fiscal year. Approval of this item will extend the entitlement funding agreements for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME). and Emergency Shelter Grant (ESG) by ninety days thereby changing the FY1O-11 fiscal pcriod from July 1,20]0 through June 30, 2011 to that of July 1, 2010 through September 30, 2011. This will authorize the continued payment of grant expenditures under the aforementioned programs. This will also change the future fiscal years for these grants to operate from October 1" through September 30th instead of July 1" through June 30th Therefore. aligning the fiscal period of these grants with that of Collier County's fiscal year as well as H1JD's fiscal year. This alignment of grant periods will aid in the budget process and assist in the single audit. FISCAL IMPACT: The FY 2010-2011 period for these grants will change from July 1,2010 through June 30, 2010 to July 1.2011 through September 30. 20] 1 and all future fiscal periods to October 1" through September 30th Current grant revenue will be utilized as efficiently as possible to cover the additional three months of expenditures during this extension. ~" ".,.. Currently, Coilier County's Action Pian (AP) Year runs July 1 through June 30. The Department of Housing, Human and Veteran Services (HHVS) proposes to change the AP Year to run October 1 through September 30 of each year. HHVS is requesting the following: 1. permission to lengthen Coilier County's AP year 2010-2011 by approximateiy 3 months in order to execute the change in AP year start date. 2. Request pre-award administration costs from Collier County's 2011-2012 entitlement funding in order to pay grant staff salaries during the lengthened 2010-2011 AP Year. 3. Request guidance of whether the Coilier County entitlement is considered a consortium as defined by 24 CFR 91.10(c) as our Action Plan includes the entitlement cities of Naples and Marco island. 4. Request guidance on whether this change will necessitate a substantial change to Collier County's 2010- 2011 Action Plan. S. Florida 33 J 3 I The county's request to change its 2011 program year start date has been granted, however, this will not permit the county to incur administrative costs as pre-award costs. The county is extending its 2010 program year; therefore, it must ensure that no more than 20 percent of its 2010 CDBG grant plus 20 percent of program income earned in the 2010 program year (which includes the additional three months) will be used for administrative expenses. Administrative expenses are permitted as pre-award costs only when a new entitlement grantee is developing its consolidated plan and undertaking administrative activities necessary for it to receive its grant. Currently our 2010-2011 AP year runs July 1, 2010-June 30, 2011. Based on our current 2010-2011 AP year, the administration costs to cover the 3 month extension would amount to $116,747. ($466,988/12= $38,915.67 per month * 3 months = $116,747). This request will fund grant support staff salaries during the extended timeframe. HHVS has no other means to fund these salaries. HHVS is not requesting any additional project funding. As we discussed, our projects were delayed due to extended negotiations with our Clerk of Courts in the hope of avoiding lengthy delays in payments during the upcoming grant agreement term. I believe our efficient use of funds will suffice to ensure our timeliness ratio meets or exceeds HUD guidelines, however as stated in Marcy's letter to HUD Miami, we ask that you re-confirm that CC's timeliness will not be negatively affected by our proposed change of our AP year term.
