EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign an amendment to the 2010-2011
Community Development Block Grant (CDBG) Suhrecipient Agreement with the City of Naples in the
amount of $120,434 in order to incorporate revisions to the original Sub recipient Agreement and
complete improvements to Anthony Park.
OBJECTIVE: Recommendation to approve and authorize the Chairman to sign an amendment to the 20] 0-
201] Community Development Block Grant (CDBG) Subrecipient Agreement with the City of Naples approved
on November 9, 2010 (Item 1606). This amendment will revise Section Ill, Time of Performance, to grant an
extension as well as Exhibit A, which includes changes to the scope. and extends the project work plan schedule
dates.
CONSIDERATIONS: The BCC approved the receipt of the CDBG funding on September 14, 2010 (Item
J6DJ2). On November 9,2010 the Board executed a Subrecipient Agreement with the City of Naples in the
amount of$120,434 towards landscaping improvements in Anthony Park
This amendment is to revise Section Ill. Time of Perfonnance. in order to grant an extension, and Exhibit A,
which will include changes to the scope. and extends the project work plan schedule dates. The City of Naples
desires to scale down the project, and incorporate items to the scope of the project. The City is seeking an
extension until January 31, 2012. This project will work in conjunction with the 2009 CDBG.R funds granted
to the City of Naples.
In summary, the proposed amendment:

1. Updates the Time ofPerfonnance in order to extend the contract until January 31, 2012.
2. Revises the scope to by reducing the amoum of parking spaces from ten to two. focuses on one
Neighborhood Park within Anthony Park and adds a traffic-turn-around to the scope. This additional
language will allow the City of Naples to modify the project in order to accommodate the budget. and
complete the project.
3. Extends the project work plan schedule dates in Exhibit A of the original Subrecipient Agreement.
The City of Naples is an entitlement community of CDBG grant funds. Collier County acts as a pass-through
agent on behalf of the City of Naples. It is anticipated, that this extension will not impact the County's ability
to make its' timeliness ratio by August 2011.
FISCAL IMPACT: No general funds are associated with this CDBG Subrecipient amendment. There is no
fiscal impact associated with this amendment.
GROWTH MANAGEMENT IMPACT: The project associated with this amendment is consistent with the
Growth Management Plan.
LEGAL CONSIDERATIONS: This item is legally sufficient and requires a majority vote. - JEW

of this Agreement subject to HHVS prior written approval. In any cvent. all services required hereunder

THE SUBRECIPIENT AGREES TO:
A. PROJECT SCOPE:
On April 27th, 2010, the Board of County Commissioners approved the HUD Action Plan
allocating funding for this initiative. Community Dcvelopment Block Grant (CDBG) funding
will be used for the Anthony Park improvements within the City of Naples.
In the Action Plan for this program the intended outcome of this funding is to provide pass-
through funding for the enhancement of ~ t.",o (2) neighborhood parks within a low/moderate
income area in the City of Naples. Enhancements at Anthonv Park will include: paving, and

The funding will cover all costs associated with Engineenng design. drainage, Jands~aping,
paving, inigation and hardscaping.
The detailed project scope will be contained in thc bid specifications of the vendor awarded the
project's engineering and/or construction contracts. The project construction contract will
include details sufficient to document the number. amount. and costs associated with all
activities.
The project activities will meet the LS. Department of Housing and Urban Development's
national objective to beneEt low and moderate income area.
B. BUDGET
Collier Count)' Housing, Human and V Cleran Services is providing One Hundred Twenty
