EXECUTIVE SUMMAR\':
Recommendation to approve and authorize tbe Chairman to sign an amendment to the 2009
Community Development Block Grant-Recovery(CDBG-R) Subrecipient Agreement with the City
of Naples in the amount of $30,365 to be used towards landscaping improvements.
OBJECTIVE: Recommendation to approve and authorize the Chairman to sign an amendment to
the 2009 Community Development Block Grant-Recovery (CDBG-R) Subrecipient Agreement
with the City of Naples, approved on March 23, 20 I 0 (Item 16D9). This amendment will revise
Section III, Time of Performance, to grant an extension, and Exhibit A. which includes changes to
the scope and budget, and extends the project milestone schedule dates.
CONSIDERATIONS: On February 17, 2009, Congress passed the American Recovery and
Reinvestment Act of 2009 (ARRA) and appropriated one billion dollars in CDBG funds to carry
out eligible activities under the CDBG program to assist in the nation's economic recovery. The
BCC approved the receipt of the CDBG-R funding on September 15. 2009 (Item 16DI3). On
March 23, 2010, the Board executed a Subrecipient Agreement with the City of Naples in the
amount of $30,365, towards a landscaping improvement project that serves low and moderate
income citizens in the Anthony Park Community located within the City of Naples.
This amendment will revise Section lJI, Time of Performance, to grant an extension, and Exhibit
A, which includes changes to the scope and budget, and extends the project milestone schedule
dates. The City of Naples desires to incorporate additional items to the scope of the project. The
Subrecipient Agreement had been granted an extension until August 31, 2011 by an administrative
change order; however, due to the additional items being added to the scope. the City is seeking an
additional extension until January 31, 2012. This project will work in conjunction with the 20 I 0-
2011 CDBG entitlement funds granted to the City of Naples.
In summary, the proposed amendment:
I. Updates the Time of Performance in order to extend the contract until January 31,2012.
2. Revises the scope to add additional language which will allow the City of Naples to expand
the project and incorporate additional landscaping and irrigation.
3. Revises the budget to include additional items and remove items that will not be included
in the proj ect.
4. Extends the project milestone schedule dates in Exhibit A of the original Subrecipient
Agreement.
The City of Naples is an entitlement community ofCDBG-R grant funds. Collier County acts as
a pass-through agent on behalf of the City of Naples. This extension may impact the County's
ability to make the required 60% expenditure rate milestone by July 15, 2011. Collier County
must expend 100% of the funds prior to September 30, 2012 If the 60% expenditure rate
milestone is not met by July 15.2011 it may result in a written notification from HUD, however
no loss of funds are expected.
FISCAL IMPACT: No general funds are associated with this CDBG-R Subrecipient
amendment. There is no fiscal impact associated with this amendment.

GROWTH MANAGEMENT IMPACT: The CDBCi.R project associated with this
Subrecipient amendment will help meet the goals, objectives and policies set forth in the
Housing Element of the Growth Management Plan.
LEGAL CONSIDERA nONS: This item is legally sufficient for Board action. This item
requires a majority vote. - JEW

IlL TIME OF PERFORMANCE
The effective date of the Agreement between HUD and Collier County shall be August 19, 2009.
Subrecipients are authorized to incur eligible expenses after that date and prior to execution of this
Agreement subject to HHS prior written approval. The services of the SUBRECIPIENT shall be
undertaken and completed in light of the purposes of this Agreement. In any event, all services required
hereunder shall be completed by the SUBRECIPlENT prior to .J1IRO IS, 1911 January 31, 2012. Any
funds not obligated by the expiration date of this Agreement shall automatically revert to the HUD.
