Agenda 07/10/2018 Item #11K07/10/2018 EXECUTIVE SUMMARY Recommendation to authorize a budget amendment in the Solid Waste Disposal Fund (470) in the amount of $1,500,000 to cover an increase in revenue and expenses for debris related to Hurricane Irma affecting the Collier County Landfill operating agreement. OBJECTIVE: Authorize a budget amendment to provide necessary funding to cover Collier County Landfill operating agreement costs through the end of FY 2018. CONSIDERATIONS: The Solid and Hazardous Waste Management Division is responsible for the operation of the Collier County Landfill (CCLF). The Division has a life of site operating agreement with Waste Management Incorporated (WMI) to run the landfill. During FY18, Hurricane Irma caused extensive damage to the County and resulted in a spike of material received at the landfill. Construction and Demolition (C&D) disposal cost has seen a 100% increase in FY18 over FY17. There has been a surge of construction and demolition material brought to the landfill from Hurricane Irma damage. Additionally, tonnages for Municipal Solid Waste (MSW) has increased by 6%, representing an additional 22,000 of disposal tons at the Collier County Landfill. It should be noted C&D materials are not disposed of in the Collier County Landfill and are diverted out of county for proper disposal. Vegetative storm debris generated by Hurricane Irma was processed and recycled for beneficial reuse by local vendors. The Division estimates that additional landfill operating costs driven by the additional material vo lume will require a $1,500,000 increase to the landfill operating budget. The expense increase is offset by increased landfill tipping fee revenue. Without the adjustment the Division will not have sufficient budget to pay the contractor for services rendered. FISCAL IMPACT: The increased volume of material managed at the landfill post Hurricane Irma has increased both operating expenses and operating revenue. A budget amendment recognizing additional tipping fees of $1,500,000 and increasing the landfill operating expense budget in the same amount is required. The budget amendment will be processed in Solid Waste Disposal Fund (470). GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issue, and requires majority vote for approval. -JAK RECOMMENDATION: That the Board of County Commissioners authorizes a budget amendment recognizing additional landfill revenue of $1,500,000 to cover Hurricane Irma related landfill operating agreement cost increases.
