EXECUTIVE SUMMARY
Recommendation to authorize a budget amendment in the amount of $127,177 for the
required 50% local match to the Federal Transit Administration Sections 5307 FY 10
Grant.
OBJECTIVE: Recommendation to authorize a budget amendment for the required 50% local
match to the Federal Transit Administration Sections 5307 FY 10 Grant.
CONSIDERATION: In 2010 the ATM Department received federal grant funds from the
Federal Transit Administration Urbanized Are Formula Program (Section 5307) for the Collier
Area Transit (CAT) System. The award was brought to the BCC for approval on June 8, 2010
under Item 16A 12. The total amount awarded to Collier County was $2,536,548.00 and included
a one-time operating allowance of $477,477. The operating allowance was earmarked for fuel,
and requires a local cash match of 50%. This equates to a total operating award of $954,954,
Following FY 11 budget guidance from the Fleet Department on fuel projections, CAT
anticipated $700,600 in fuel costs to be funded by the FT A Section 5307 grant ($350,300) and a
local match ($350,300). The remaining balance of $254,354 was planned to be used in FY 12.
However, fuel prices have increased in FY 11 and are projected to exceed the original amount of
$700,600. It is necessary to execute the transfer of local match ($127,177) in FY 11 instead of
FY 12 in order to cover the additional fuel cost and meet grant requirem'ents.
FISCAL IMP ACT: A budget amendment is required in the amount of $127,177 to transfer the
local match to the CAT Grant Match Fund (425), project 33119. Funding is available within the
CAT Operating Fund (426), Project 61011.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is legally sufficient for Board action and only requires a majority vote for
Board approval-SRT.
GROWTH MANAGEMENT IMP ACT: There is no Growth Management Impact associated
with this Executive Summary.
RECOMMENDATION: That the Board approves all necessary budget amendments to transfer
the 50% required local match to the remaining Federal Transit Administration Sections 5307 FY
10 operating allowance.

The total FY 2010 Section 5307 Urbanized Area Apportionment has been made available to Bonita Springs / Naples UZA. The
total amount of the FY 2010 5307 FTA apportionment is $2,882,441.00. Collier CountyfEs portion of the grant funds is estimated
at $2,536,548.00. The difference of $ 345,893.00 is the Bonita Springs/Lee CountyfEs portion, The funds will be utilized to
improve the security at the CAT operations facility; provide ADA ParaTransit services; passenger transit enhancements,
replacement of rolling stock and operating assistance, Funds will also be used for preventative maintenance of the rolling stock.
Collier County has received $42,379.00 in proceeds from the sale of assets and will be reinvesting these proceeds into the transit
system. The assets sold were replaced rollingstock that met and exceeded their life expectancy, and were sold in an auction. The
grant funds will be budgeted as follows:

Collier County is going thru the Conditional Use and Site Plan review and permitting process which is an internal County required
process thru the Community Development and Environmental Services Department. This process requires not only staff review
and approval of our site modification but it also requires public involvement at different stages; therefore making it an 8 to 10
month process. After this site plan permitting and review process is completed a lot of our grants that may seem inactive today,
will be used very quickly because this is one big project that will include:
*Rehablrenovating the existing operations facility site to turn it into a transfer station including a saw tooth bus bay for passengers
transfer (GRANT #FL-96X-019 All 11.44.03 $392,137.00) Total Rehab renovate project cost is approx. 2M, the difference comes
out of local funds. Collier County is evaluating existing and potentiai green alternatives that support environmentally-friendly
initiatives in order to achieve a Leadership in Energy and Environmental Design (LEED) green building certification as part of this
Rehab/Renovation project. Collier County intends to comply with LEED Certification requirements in order to earn points towards a
LEED Certification.
*Rehab/renovating the existing operations facility site to turn it into a transfer station. Adding amenities for our passengers
including enlarging our current bathrooms to make them ADA accessible, adding ADA accessible doors, benches, bike racks,
schedule holders, etc.. (GRANT #FL-04-0117 All 11.44.03 $237,630,00) Total Rehab renovate project cost is approx. 2M, the
difference comes out of local funds.
