EXECUTIVE SUMMARY

Recommendation to award Bid 11-5641, "Rock Road MSTU Lime rock Road
Maintenance" to Earthtech Enterprises, Inc. in the estimated amount of $67,036.15.
OBJECTIVE: Recommend that the Board award Bid 11-5641, "Rock Road MSTU Lime rock
Road Maintenance" to Earthtech Enterprises, Inc.
CONSIDERATIONS: On November 28, 2006, the Board of County Commissioners approved
Ordinance 2006-56 creating Rock Road MSTU for the purpose of providing and maintaining
roadway improvements, which may include attendant facilities, such as drainage, sidewalks and
street lighting. Bid 11-5641 "Rock Road MSTU Lime rock Road Maintenance" was developed
in order to provide for 'on-going' maintenance of the lime rock roadways within the Rock Road
MSTU Boundary.
On April l4, 2011, the Purchasing Department sent out 1,494 notices for Bid 11-5641, "Rock
Road MSTU Lime rock Road Maintenance". On May 04, 2011, five (5) bids were opened, and
two bidders were deemed non-responsive.

There were 3 bidders for line item #2 - material supply (commercial grade lime rock). However,
Earthtech was the overall lowest, responsive, qualified bidder, providing quotes for all requested
bid items. Earthtech Enterprises, Inc. is very familiar with the Rock Road Lime rock
maintenance requirements. Staff recommends award to Earthtech Enterprises, Inc., as the lowest,
responsive qualified bidder.

FISCAL IMP ACT: This bid amount includes base contract amount of $9,623.85, plus the
alternates selected in the amount of $57,412.30. The contract bid amount including altemates is
$67,036.15. Contract purchase orders will be issued based on available funds during each fiscal
year. The contractor, Earthtech, is aware of the funding limitations and has agreed to the tenns
and conditions. Limited funding is available in Rock Road MSTU (Fund 165-165100) to address
Iimerock maintenance as needed. Available budget for improvements totaling $12,000 remains
for FY 2011 and the FY 12 proposed budget contains $22,400 for roadway repairs.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is legally sufficient for Board action and only requires a majority vote for
Board approvaI-SR T
GROWTH MANAGEMENT IMP ACT: 111ere is no growth management impact associated
with this Executive Summary.
. RECOMMENDATION: That the Board award Bid 11-5641, "Rock Road MSTU Lime rock
Road Maintenance" to Earthtech Enterprises, Inc. pursuant to the bid specifications. The
contract will be in the fonn of a standard county purchase order.
