EXECUTIVE SUMMARY Recommendation to approve and authorize the lease /purchase of a replacement Water Tender Pumper from the Florida Sheriffs Bid List and a Resolution authorizing the Chairman of the Board of County Commissioners to sign the lease /purchase proposal and related documents. OBJECTIVE: To obtain Board of County Commissioners approval to purchase a replacement water tender pumper from the Florida Sheriffs State Bid List. The Florida Fire Chiefs Association is part of the Florida Sheriffs Bid List. Purchase from the State bid #10 -09 -0907 will allow for the expedient purchase for this replacement. CONSIDERATIONS: The Ochopee Fire Control District presently has one water tender pumper as part of its front line firefighting equipment used for rural fire fighting operations in areas that lack fire hydrants, fire operations on 1 -75 and U.S. 41, Everglades City Airport, and mutual aid to other fire districts. The current vehicle is 21 years old and has had a history of failures that have increased in recent years. This vehicle, which was originally purchased for $130,000, has $125,356 in repairs to date. The vehicle no longer meets present national safety standards and has been recommended for immediate replacement by the county's Fleet Management Department. The pump is no longer capable of passing a pump certification test. Twice this last winter the truck failed to start when temperatures fell below 45. The present vehicle will be traded in for a credit of $10,000. The purchase price for a replacement pump, including the trade, in will be $235,588 financed over 10 years at $29,703 annually through a lease /purchase. Included with this request is for the Board to approve a Resolution authorizing its Chairman to sign the lease /purchase proposal and related documents as a prerequisite to the lease /purchase of the replacement water tender pumper. Any final lease /purchase agreement will be brought back to the Board for its ultimate review and approval. FISCAL IMPACT: Taxable value within the Ochopee Fire District peaked during FY 2008 at $483,320,005. Since that time, taxable value has dropped $153,099,617 to $330,220,388 in FY 2011 (the 2010 tax year). This 31.7 percent decrease will be compounded by what is expected to be another decline in 2011, the FY 2012 fiscal year. The millage rate applied to this declining tax base reached a cap of 4.0000 per $1,000 of taxable value in FY 2010. The millage rate has remained neutral since this time which has meant reduced property tax levies. The levy was reduced by $331,300 in FY 11 and is projected to drop another $94,300 in FY 2012 under a 3% taxable value decrease. District fund balance has been reduced commensurate with the drop in taxable value and this decrease since FY 2009 totals $363,800. District reserves for FY 2012 are programmed at $0. The Board could opt to raise the millage rate by ordinance but this approach has been avoided given the current economic environment. Packet Page -1813- 5/24/2011 Item 16.17.1. Numbers from the above paragraph indicate that the District is not in a position to set aside over the next 18 to 24 months sufficient dollars to acquire the truck without some form of financing. The proposed lease purchase financing carries an approximate financing cost of 4.5% with the first lease payment planned for November 1, 2012 (FY 2013). The lease appears to be standard in nature with the following payment terms offered. GROWTH MANAGEMENT IMPACT: None. LEGAL CONSIDERATION: This item has been reviewed and approved by the County Attorney's Office, is legally sufficient for Board action and only requires a majority vote for Board approval —SRT. RECOMMENDATION: That the Board of County Commissioners approves and authorizes the purchase of a new replacement water tender pumper for a sum not to exceed $235,588 from the Florida Sheriffs State Bid List bid #10 -09 -0907 and a Resolution authorizing its Chairman to execute the attached lease /purchase proposal and related documents. Any subsequent formal lease /purchase agreement will be brought back to the Board for its review and final approval. RESOLUTION NO. 2011- A RESOLUTION BY THE BOARD OF COUNTY COMMISSIONERS, COLLIER COUNTY, FLORIDA, APPROVING, AND AUTHORIZING ITS CHAIRMAN TO EXECUTE AND DELIVER A MASTER LEASE AGREEMENT, EQUIPMENT AND RELATED INSTRUMENTS IN CONNECTION WITH THE LEASE/PURCHASE ACQUISTION OF A REPLACEMENT WATER TENDER PUMPER FOR THE OCHOPEE FIRE CONTROL DISTRICT.
