EXECUTIVE SUMMARY
Recommendation to award Bid No. 11 -5628 to OAC Action Construction, Corp. for
the construction contract of the Tigertail Beach Dune Walkover & Boardwalk
Improvement Project No. 90093.1. and authorize the Chairman to execute the
standard contract after County Attorney approval.
OBJECTIVE: To award Bid No. 11 -5628 to OAC Action Construction, Corp. for the
construction of the Tigertail Beach Dune Walkover & Boardwalk Improvement Project in
the amount of $778,377.00.
CONSIDERATION: On November 23, 2010, bids were posted in the lobby of the
Purchasing Department with 1,091 vendors being notified and 186 bidders electronically
downloaded plans. On January 12, 2011, ten (10) bids were received by the deadline
for the construction of the Tigertail Beach Dune Walkover & Boardwalk Improvement
Project Bid No. 11 -5628. Staff evaluated the bids received and determined that OAC
Action Construction, Corp. is the lowest, qualified and responsive bidder for the award
of Bid No. 11 -5628. The scope of work associated with the award of this bid will include
replacement of five (5) existing boardwalks and the construction of a new dune
walkover boardwalk with ADA accessibility. The bid tabulation is as follows:

Therefore, in consideration of the lowest, qualified and responsive bidder staff
recommends that Bid No. 11 -5628 be awarded to OAC Action Construction, Corp.
Please note that the lowest local bidder is 28.2% higher than the lowest bid offer and
hence the award is not subject to the Board's local vendor preference policy.
FISCAL IMPACT: Sufficient budget exists within Beach Park Facilities Fund (183) to
award this contract. A remaining project component includes
restroom facility which will be constructed upon release of
revisions. It is anticipated that remaining project dollars availabl e
contract will be sufficient to fund the restroom facility.

GROWTH MANAGEMENT IMPACT: This project is consistent with the Growth
Management Plan Objective 1.3, Policy 1.3.2 (Collier County shall continue to ensure
adequate access to beaches, shores and waterways).
LEGAL CONSIDERATIONS: This item has been reviewed by the County's Attorney's
Office, requires majority vote, and is legally sufficient for Board action. - CMG
