EXECUTIVE SUMMARY
Appointment of member(s) to Collier County Coastal Advisory Committee
OBJECTIVE: To appoint 4 members to fill 4 tenns expiring on May 22, 20] I, of these
appointments 2 will represent Collier County, I the City of Marco Island and 1 the City of
Naples. All the new terms will expire on May 22. 2015.
CONSIDERA TIONS: The Collier County Coastal Advisory Committee has a vacancy with
the tenn expiring on May 22, 2012. This 9 member committee was created by Ordinance 2001-
03 to assist the Board of County Commissioners with its establishment of unified beach erosion
control and inlet management programs within the unincorporated and incorporated areas of
Collier County, and to advise the Board of County Commissioners and the Tourist Development
Council (TDC) of project priorities with respect to funding sources that are available to Collier
County for restoration and protection of its shoreline. The committee is composed of 3 members
from the unincorporated area of Collier County, 3 members from the City of Naples and 3
members from the City of Marco Island. Selection for membership on this committee will be
based upon the applicant's familiarity with coastal processes, inlet dynamics, coastal
management programs, or demonstrated interest in such programs; relevant education and
experience; leadership and involvement in community affairs: and willingness to attend meetings
and to undertake and complete assignments. After initial appointments, terms will be 4 years. A
list of the current membership is included in the backup.
The tenns of Joseph A. Moreland and M. James Burke are due to expire on May 22, 2011. The
terms of Councilman Wayne A. Waldack, Marco Island and Robert Raymond, City of Naples
will also expire on May 22, 2011. A prcss release was issued and applications were received
from the following interested citizens.

COASTAL ADVISORY RECOMMENDATION FOR VACANCIES
On April 14, 2011 the Coastal Advisory Committee reviewed the four applications received by
the prescribed deadline for two vacancies. Applicants were evaluated based on their potential
contributions to the Committee. The Committee found all applicants to be qualified.
After review and discussion the Coastal Advisory Committee recommendation to the BCC was
that Mr. Joseph A. Moreland and Mr. Jim Burke be appointed to serve on the CAC Board.

BACKGROUND:
The Collier County Coastal Advisory Committee is comprised of nine members
appointed to staggered four- year terms. Three members are from unincorporated
Collier County, three members are from the City of Naples, and three members are
from the City of Marco Island. Marco Island has generally been represented by one
member of Council and two community representatives. Presently serving as our
Marco Island representatives are Councilor Wayne Waldack, Mr. Victor Rios and Mr.
Randolph Moity, Sr.
Council must now appoint a representative to a new four- year term that begins on May
22, 2011. The position was advertised in the local newspapers, with no volunteers
applying for the appointment. Councilor Waldack has agreed to continue serving as
City Council's representative on the committee.

projects involving substantial expenditures should be decided by a
referendum of the citizens.
Mr. Larry Sacher, 1191 Ludlam Court. and speaking on behalf of the
Marco Island Homeowners Association, expressed opposition of a new
community center at Mackie Park and requested Council send it to a
referend u m.
Mr. Clayton Lietz, 1244 Samoa Avenue, spoke about his desire for the
City to look into the possibility of purchasing the Marco Island Cemetery.
Mr. Bob Olson. 900 Montego Court, concerned about the City's debt,
asked for conservatism in these economic times. He also expressed his
appreciation for monies received from concerned citizens to save the
mangroves, and questioned if City staff has contacted government and
environmental agencies for assistance with mangrove restoration, as
requested by Council.

Bob Raymond
Bob retired from the DuPont Company as the Marketing Development
Manager for DuPont Electronics. He was then the Director of World Wide
Sales and Marketing for Enthone OMI. Bob owned and operated The
Coffee Beanery on 5th Ave. South in Naples until he sold the business in
2003. He is the past President ofLe Ciel Venetian Tower Condominium.
Bob is a member of the Board of Directors of the Gulf Shore Association of
Condominiums (GSAC), is a member of the Board of Directors of the
Collier County President's Council (CCPC), is a member of the City of
Naples Police Review Board and is a trustee for the City of Naples Pension
Board. He is also a member of the Membership Committee for Pelican Isle
Yacht Club, a member of a fact finding committee for the Tourist
Development Council and a member of the Chamber ofConunerce
Marketing Conunittee. Bob volunteers at the Greater Naples Chamber of
Commerce's 5th Ave. South Visitor Information Center. He also trains
volunteers for the Visitor Centers and he volunteers his photographic talents
to the Greater Naples Chamber of Commerce. He's served on several
political committees for city, county and school board candidates. In his
spare time he runs "Bob's Home Watch Services".
Bob and his wife Mary, a realtor with Downing-Frye Realty, have been
coming to Naples for over 30 years and became full time Naples residents in
1999. Both Bob and Mary are originally from Michigan but left 43 years
ago. Since then, they have lived in NY, PA, NJ, OH, IL, V A, DE and now
FL.
