EXECUTIVE SUMMARY
Recommendation for the Board of County Commissioners to approve the
FY2009/2010 5309 Federal Transit Administration (FTA) grant award in the
amount of $274,000 for capital improvements to the Secondary Transfer Facility
located on Radio Road and approve a budget amendment to recognize and use these
funds.
OBJECTIVE: To obtain approval from the Board of County Commissioners to approve
the FY2009/2010 5309 Federal Transit Administration (FTA) grant award in the amount
of $274,000 and approve the budget amendmcnt to recognize and use these funds.
CONSIDERATIONS: Collier County submitted a rcquest for FTA Section 5309
funding to the Federal Transit Administration through their TeamWeb application
process. Collier County/Collier Area Transit has reccived a Federal Transit grant
allocation in the amount of $274.000. This grant is programmed in the 2009/2010
Florida State Transit Improvement Plan (STlP) on page 183. The projects awarded for
these funds include:

On June 8, 2010, the Board of County Commissioners approved the above listed Program
of Projects for this grant. There is no local match rcquircd since nmds from Toll rcvenuc
have been allocated by the FDOT to satisfy the local match requirement.

FISCAL IMPACT: A budget amendment is required to recognize grant revenue from
the Federal Transit Administration (FT A) Section 5309 apportionment in the amount of
$274,000 to Fund 424, Project TR-00000067. it should be recognized that the grant
award referenced above in the ~1Jl10unt of $274,000 is a FT A Section 5309 reimbursable
capital projects grant allocated on a discretionary basis. The funds remain available for
obligation until spent. This grant requires a 20percent match that is satisfied through thc
use of toll revenue credits, a noncash exchange from Florida DOT on behalf of Collicr
County to FT A as stipulated by Title 23 United States Code Section] 20Ci) and the State
of Florida's adopted policy regarding the use of toll revenue credits for public transit
capital projects."

LEGAL CONSIDERATIONS: This item has been reviewed and approved by the
County Attorney's Office, is legally sutTicient for Board action and only requires a
majority votc-SRT.
GROWTH MANAGEMENT IMP ACT: Consistent with Objective 10 and] 2 of the
Transportation Element of the Growth Management Plan.
RECOMMENDATION: To approve grant award and budget amendment to recognize
revenue received from the FY2009120] 05309 Federal Transit Administration grant in the
amount of$274,000.
