EXECUTIVE SUMMARY Recommendation to approve tbe Selection Committee's Ranking in response to Request for Proposal (RFP) 11-5621 for Design Services for Collier Area Transit (CAT) Passenger Transfer Facility (Radio Road), and direct tbe County Manager, or bis designee, to bring a negotiated contract back to tbe Board for approval. OBJECTIVE: To obtain approval from the Board of County Commissioners of the Selection Committee's final rankings and to direct the County Manager, or his designee, to enter into contract negotiations, subject to final Board approval, for design services for Collier Area Transit (CAT) Passenger Transfer Facility (Radio Road). CONSIDERATIONS: In January 2001, the Collier County Board of County Commissioners (BCC) approved the Public Transportation Operation Plan (PTOP) and Collier County received delivery of seven new buses for the start up of the CAT System. Today the CAT system operates from 5:00 a.m. to 8:00 p.m., seven days a week, excluding holidays. The CAT system consists of ten fixed routes with seventeen buses operating during peak hours. CAT provides more than] million unlinked passenger trips on its fixed route system each year. These strong ridership numbers have resulted in the need for a secondary transfer center to be located at 8300 Radio Road. Collier County purchased the site at 8300 Radio Road in 2005. The facility is located on the south side of Radio Road, east of Santa Barhara Boulevard within the Gallman Olds Dealership Planned Unit Development (PUD). Prior to the purchase of this property hy Collier County it was used as a new and used car dealership. Required repairs and minimal improvements were made to the property to allow it to function as a transit operations and maintenance facility. At the time that CAT moved into the facility, Radio Road was a two-lane roadway. Collier County committed that no transfer activities would take place prior to the four-Ianing of Radio Road. After Radio Road was four-Ianed, the process hegan to request a conditional use to allow transfer activities to take place. Staff worked with residents in the area to minimize impacts of the project and Collier County was granted a conditional use 10 allow the facility to serve as a secondary transfer center in March 2010. Minor improvements were completed in January 20] I (portable restrooms, signage and striping, and construction of steps) with local funding so that transfer activities could take place at the facility. The facility currently houses the transit administration omces, maintenance area, and a temporary transfer center. CAT buses are fueled by a fuel truck that is stationed on site and there are no permanent passenger amenities. The proposed project will include the addition of a permanent transfer station, construction of a fueling island and bus wash facility, construction of ADA compliant rcstrooms, and other necessary improvements to enhance existing operations, safety, and security. Additionally, the project includes elements that will upgrade the building and site to current ADA standards. Collier County was awarded Federal Transit Administration (FT A) funding in the amount of $1,866,477 for design and construction of improvements to the existing facility. Construction will be phased in over several years due to the limited funding available. Designing all necessary improvements at the same time is more efficient than designing cach piece as funding becomcs available. In addition, having design plans completed can be beneficial when applying for FT A funding. An envirollmental assessment must be conducted prior to utilizing any federal funding to determine project impacts to the environment and surrounding area. This assessment is currently underway and staff is submitting a request to FT A for a Packet Page -1782- 4/12/2011 Item 16.A.10. Categorical Exclusion. Design and permitting is the next step in the process to be able to convert this location into a fully functioning transit transfer and operations center. The Alternative Transportation Modes (A TM) Department requested proposals from qualified engineering firms for preparation of detailed engineering and architectural plans to refurbish the existing building and site. The RFP for design services was posted on Deecmber 13,2010, with 989 email notices sent to firms who provide these services. Eight proposals were received on the due date of January 28, 201 I. The selection committee met initially on March ] 0 and was reconvened on March ] 6 to clarify a Committee member's final ranking, the Committee ranked and scored each proposal and reached a consensus ranking identified as follows: I. PBS&J 2. CH2MHill 3. Architects Design Group (ADG) 4. Gora McGahey 5. Agnoli, Barher, & Brundage 6.liRS 7. Reynolds, Smith, and Hills (RSH) 8. Hole Montes Staff is recommending that the Board approve the selection of PBS&J and authorize the negotiation of a contract. Stalf will submit a subsequent executive summary to obtain Board review and approval of the proposed contract. FISCAL IMPACT: Funding is available in Collier Area Transit Fund 426, within Project No. 350] O. The source offunding is FTA Section 5309 grant funding. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office. is legally sufficient for Board action and only requires a majority vote-SR T. GROWTH MANAGEMENT IMPACT: Consistent with Objective ]0 and 12 of the Transportation Element of the Growth Management Plan. RECOMMENDATION: That the Board of County Commissioners approves the Selection Committee's ranking and its selection of PBS&J as the consensus number one ranked engineering firm and direct the County Manager. or his designee. to bring a negotiated contract back to the Board for approval.
