EXECUTIVE SUMMARY
Recommendation to award ITB 11-5651 "Hurricane Shutters for the Traffic Management
Center and Maintenance Building" of the of the Growth Management Division to Storm
Smart Building Systems Inc. and approve the necessary budget amendment in the amount
of $68,750.
OBJECTIVE: To install hurricane wind protection for the Traffic Management Center and
Maintenance building of the Growth Management Division, in accordance with the tenns and
conditions of the Detailed Scope of Work stated in the Invitation to Bid.
CONSIDERATIONS: The project requires providing and installing roll down shutters for
every glass window in the Traffic Management Center and Maintenance building of the Growth
Management Division. The shutters are required to withstand winds up to 150 miles per hour.
The Traffic Management Center and Maintenance building of the Growth Management Division
contains Collier County's Traffic Control Equipment. Keeping the Traffic Management Center
operational following a stonn event is critical to our recovery efforts.
Bid #11-5651 was posted on January 20, 2011. Eighty-seven (87) notices were sent and nine (9)
bids were received with two (2) bids deemed non-responsive on February 24, 2011. The results
are listed below:

FISCAL IMPACT: Funds in the amount of $68,750.00 for the Traffic Management Center and
Traffic Maintenance Warehousing and Maintenance Building Hurricane Shutters provision and
installation are available in Transportation Services Fund 101-163630.
GROWTH MANAGEMENT IMPACT: There is no grow1h management impact associated
with this item.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office. is legally sufficient for Board action and only requires a majority vote~SRT.
RECOMMENDATION: That the Board of County Commissioners awards the contract to the
vendor with the lowest bid, Storm Smm1 Building Systems. lnc.. and approve the necessary
budget amendment. The contract will be in the form of a standard County purchase order.

Exhibit I: Scope of Work, Specifications and Response Format
As requested by the Collier County Traffic Operations Department (hereinafter, the "Division or
Department"), the Collier County Board of County Commissioners Purchasing Department
(hereinafter, "County") has issued this Invitation to Bid (hereinafter, "ITB") with the intent of obtaining
bids from interested and qualified firms in accordance with the terms, conditions and specifications
stated or attached.
The Vendor, at a minimum, must achieve the requirements of the Scope of Work and Specifications
stated herein.
Brief Description of Purchase
This bid is to furnish all material, labor, and equipment to install permanent electric motorized roll
down hurricane shutters with a manual override crank system to lower and raise the shutters in case
of electrical failure.
Background
These goods/services are needed to protect the Traffic Management Center (Alternative A) from
damage that may be caused by Hurricane Force Winds.
These goods/services are needed to protect the Warehouse Area (Alternative B) from damage that
may be caused by Hurricane Force Winds.
Detailed Scope of Work
This bid is to furnish all material, labor, and equipment to install permanent electric motorized roll
down hurricane shutters with a manual override crank system to lower and raise the shutters in case
of electrical failure. All installations will be in strict compliance with the Florida Warehouse Code and
all materials will be certified to meet the wind and impact standards for winds up to one hundred fifty
(150) mile per hour.
The Contractor shall be responsible for verifying the number of windows and all dimensions to
complete all work that will provide hurricane force wind and flying debris protection that will comply
with the intent of this Hurricane Shutter Installation project.
. The Shutters shall be White in color.
. The Shutter Motors shall have the operating switches located in a central command area of the
warehouse.
. All shutters will have a manual override in the event the electrical power fails. Manual operating
cranks shall be furnished and located in a central command area of the warehouse.
. The Contractor shall be responsible for paying and acquiring all permits required for this project.
. The Contractor shall provide the Owner (Collier County) a two (2) year warranty on the Installation
Labor and Equipment and a five (5) year warranty on the electric motors and shutters.
