EXFTUTTVF: SUMMARY
Recommendation to award Invitation to Bid (ITB) 10-5588R for Purchase and Deliveries of
Fungicides, Pesticides and Herbicides to AlIigare LLC, Diamond R Fertilizer Co., Inc.,
Forestry Resources Inc., Helena Chemical Company, Red River Specialties Inc., J 0 h n
Deere Landscape, and Un ivaI' USA Inc. Estimated annual expenses are $350,000.
OR.TRC:TTVE: To secure contracts for use by multiple departments to provide and deliver various types
of chemicals and chemical spray additives to be used for the treatment on County property.
C:ONSIDFRA TTON: ITB 1O-5588R Purchase and De]iveries of Fungicides, Pesticides and Herbicides
was developed by staff to replace an expiring contract, which is utilized by a number of County
departments, including, but not limited to Airport Authority, Parks and Recreation, Pelican Bay, Road and
Bridge and Wastewater.
On an annual basis, Collier County departments spend approximately $350,000. From 11/3/2008 -
10/22/2010. approximately 53 unique purchase orders were issued, with:
. More than 54% of the orders (32) at or below the Board's purchasing policy of$3,000;
. 32% of the orders (22) were between $3,000 - 50,000; and
. 8.5% of the orders (5) were above $50,000.
A representative list of fungicides, pesticides and herbicides used by the County was generated based on
this historical data.
The type, quantity and composition of fungicides, pesticides and herbicides products used by the County
varies every year as these products are required to be applied based on weather conditions, which prompt
the life cycles of insects, and affects the growing conditions (i.e. amount of rain, temperatures, etc.).
These conditions, along with fluctuating oil commodity pricing, make it very difficult to have fixed
pricing for every type of product.
In conjunction with the staff members from the departments above, Purchasing developed the scope of
services for the purchase and delivery of the representative list of 64 items used over the past two years
by the County. The ITB was posted on lanuary 25, 2011. Email notifications were sent to 490 email
addresses and 37 firms requested the specifications. Nine (9) companies submitted quotes, of which one
firm was deemed non-responsive for not submitting all of the required documentation; two (2) companies
submitted "no bid" responses.
The representative list, which will have "fixed pricing for one year from Board approval, was used to
determine which suppliers offered the lowest price per item; the following formula was used to tabulate
the price offerings for the representative list:

The Purchasing Department determined on a line by line basis the lowest price by vendor and
then applied the Local Vcndor Preference right to match policy.
Once Local Vendor Preference pricing was established, the Purchasing Department used the
representative list to detennine the vendors who wcre capable of providing the greatcst total
proportion of low representative prices on vendor prices to the County.

The County will purchase the lowest priced product available from the awarded vendor's
representative list as highlighted on the attached Bid Tabulation sheet.
The Purchasing staff detennined the companies that provided the lowest price(s). and recommends
the following companies be awarded:
. Alligare LLC,
. Diamond R Fertilizer CO,
. Forestry Resources Inc,
. Helena Chemical Company,
. Red River Specialties 'nc
. 10hn Deere Landscaping, and
. Univar USA
Purchase orders and the County's purchasing card will be used to order these products and will be issued
as the contracting mechanism by departments.
FISCAL IMP ACT: Funds are available in the department budgets. Estimated annual expenses are
$350,000.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with
this
Executive Summary.
LEGAl. CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office. is legally sufficient for Board action and only requires a majority vote-SRT.
