Agenda 04/12/2011 Item #10A 4/12/2011 Item 10A EXECUTIVE SUMMARY Recommendation to approve the application of a Housing and Urban Development (HUD) Community Development Block Grant (CDBG) in the amount of $1,790,000 to construct a Community Center at Eagle Lakes Community Park; authorizing the necessary leveraging associated with restricting the land upon which the facility would be built; and authorizing the Parks and Recreation Director to serve as the certifying representative for the application Objective: To provide for recreational opportunities for individuals with low and moderate income. Considerations: The Collier County Housing, Human & Veteran Services Department (HHYS) recently announced the opening of the FY 2011-20]2 grant application cycle for Housing and Urban Development (HUD) Community Development Block Grant (CDBG) funds. The application period began on March 18, 2011 and continues through April 15, 2011 until 2PM. Federal funds are sought through CDBG to construct a 6,000 square foot Community/Recreation Center at Eagle Lakes. Costs associated with the 6,000 square foot facility are estimated at $1,790,000. It is estimated that the 2.5 acres designated as the site for the construction of the community center is valued at $112,500. This land value would be used as leveraging for consideration of the grant proposal and if the project were funded. deed restrictions limiting the use of the community center would apply. These restrictions would focus on the use of the facility being for households whose incomes are low to moderate. If funded, the timeline associated with the application stipulates the project would be constructed by April 2013. An overview of expenses and revenues projected for the project are found in Attachment A. lfthe grant application wcre successful and the facility constructed it would cost approximately $] 67,000 annually to operate the facility. Funding would be appropriated from the unincorporated area general fund (Fund Ill) through cither an increase in revenues and/or expenditure reductions in other operating budgets. At that time a decision regarding impact fee funding for the Eagle Lakes project can be detennined and the CDBG application amended to signify the local match intention. Lel1.al Consideration: The County Attorney's Office has reviewed and approved this item for form and legal sufficiency. Fiscal Imoact: In addition to the requested grant funding, additional capital project funding would come from Parks impact fees. Operational funding would come from the unincorporated area general fund. Growth Manal1.ement Imoact: The Collier County Grov.'1:h Management Plan (GMP), within the Recreation and Open Space Elcment (ROSE), Objective 3.], requires the development of a Parks Master Plan. Initial recommendations from the consultant Tindale-Oliver and Associates who are completing the Parks and Recreation Master Plan identify the construction of a Community/Recreation Center at Eagle Lakes Community Park. Public facilities may only be owned by these types of entities. Operating costs associated with public facilities or improvements are ineligible unless part of a CDBG-assisted public service activity or eligible as an interim assistance activity. A public facility otherwise eligible for assistance under the CDBG program may be assisted with CDBG funds even if it is part of a multiple use building containing ineligible uses, if: The public portion of the facility that is otherwise eligible and proposed for assistance will occupy a designated and discrete area within the larger facility; and The grantee can determine the costs attributable to the facility proposed for assistance as separate and distinct from the overall costs of the multiple-use building and/or facility. Eagle Lakes Community Center is an existing park with athletic fields, spray ground, basketball courts, picnic areas, tennis courts, playground and pathways. The center would be used for summer camp programs, afterschool programs, and other recreational programming for low and moderate income households in the area. As part of the project, matching dollars would be provided to construct the community center as well as a donation of land to build the project. Adjacent to this proposed project, the applicant intends to develop a fitness center and aquatics facility. While the fitness and aquatic facility is not part of this grant application it is shown on the conceptual plan attached. In addition, a map locating the project is attached. 2. A conceptual design of the project has been completed. This work was contracted according to accepted purchasing processes associated with Collier County government. The firm selected was one of several that were selected through a competitive bid process. 2. Explain why CDBG/HOME!ESG funds are needed for this activity. Recently, the Department, contracted with Tindale-Oliver and Associates to create a Parks and Recreation Master Plan that identified and prioritized areas of need for the next ten year period. This plan sought to analyze existing data associated with the Department's Level of Service. Eagle Lakes Community Park Community/Recreation center was identified as a recommended need from the master plan process due to the high volume of low and moderate income households currently using the existing park amenities and who reside in neighborhoods adjacent to the park. Due to the economic circumstances in Collier County revenues associated with impact fees have dramatically decreased. An impact fee is a charge on new residential development used to construct or expand capital improvements such as parks that are necessitated by and benefit the residents of the new development. While there is insufficient funds to complete the entire project, CDBG funds are sought to match with the existing, limited funding from impact fees to meet the recreational needs of the community surrounding Eagle Lakes Community Park. The community surrounding Eagle Lakes Community Park is considered to be consistent with the Community Development Block Grant national objectives in providing to low and moderate income area benefit. At this time since no work has been done on this project; however, the Purchasing Policies that govern procurement provide equal opportunities to small businesses and disadvantaged business enterprises (DBE), minority business enterprises (MBEs) and women enterprises (WBEs) as well as to all vendors, consultants, contractors and subcontractors who seek to do business with the County. Pursuant to this policy, Collier County will require its vendors, consultants, contractors and subcontractors to provide qualified small businesses and DBE's with an equal opportunity to participate in the formal competitive processes for the procurement of commodities and services by the County. What is the targeted income range for this activity? The area surrounding Eagle Lakes consists of three major Census Tracts (see attached map). Two of the three census tracts are 108.01 and 108.03. These residential tracts have 51% or greater of individuals considered low to moderate income and represent the participants who currently use Eagle Lakes Community Park and would use the constructed Community/Recreation Center. The other neighboring census tract is 108.02. Residents from Census Tract 108.02 do not meet the criteria of low to moderate income households; however, their recreational needs are met through an extensive network of golf courses, community pools, tennis courts, and clubhouse amenities as part of their residency in that particular neighborhood. Individuals associated from Census Tract 108.02 do not currently use the park as evidenced by recent survey completed by Parks staff and are unlikely to utilize a newly constructed Community/Recreation center due to their private recreational amenities that they enjoy. Residents in Census Tract 108.01 and 108.03 and particularly Tract 108.01 (Naples Manor Neighborhood) are households where 51% are more have incomes that are at or below 80% of median household income for Collier County and considered eligible for Community Development Collier County HHVS Grant Application FY2011-2012 7 Packet Page -823- 4/12/2011 Item 10.A. All participants will be registered through the Department's recreational software CLASS. This registration process will require zip code data to determine which Census Tract they originate. Furthermore as Census Tract data is updated, the applicant will ensure that 51% or more of the participants come from these Census Tracts identified as having low to moderate income households. This data will be available for audit or documentation for any reporting requirement by the grantor agency. 7. How will applicants/beneficiaries be income qualified for this activity? Proof of income will be required for registration for programs associated with the Community/Recreation center, where scholarships are provided. This proof will include verification of wages, household size, and any other supplemental income received. Proof of income will be maintained on-site and available for audit or documentation for any reporting requirement by the grantor agency. 8. The surrounding neighborhood of Eagle Lakes Community Park consists of low income families. These neighborhoods would be served by the Community/Recreation center for after school programming, recreational summer camps, and other recreational programming. The surrounding neighborhoods of the park consist of families and individuals at or below the federal poverty line. 2. List your goals/objectives, activities to implement and expected outcomes. (# of units: # of individuals; etc). The Community/Recreation center would be utilized to serve low and moderate income households in the area. After school programming, summer camp, and other recreational programming would be developed. Involvement of children in youth sports programs would be a priority. Currently at Eagle Lakes a strong youth soccer program exists and the creation of a Community/Recreation center would provide support for the program and offer future referrals. It is anticipated that the Community/Recreation center would assist 2,500 children, seniors, and adults. 3. Describe the service area/neighborhood and how you will reach out to the target population. While the area in question is established within the current master plan of the park, there are always permitting obstacles that must be overcome. In addition, the Collier County Board of County Commissioners authorized the donation of 10 acres at Eagle Lakes Community Park for the construction of this project. Land value is estimated at $112,500. These funds along with the land donation would be used with Community Development Block Grant funding to complete the project. The construction of this facility is contingent on receiving these funds; however, the Board of County Commissioners has committed these funds for the project. 2. The Collier County Board of County Commissioners approved the funding commitments established in this proposal on Aprii 12, 2011. 3. If $1,590,000 were awarded this amount would be $31.80. 5. Can you provide evidence of long term support for this project? Can this project continue after this round of funding? A commitment from the Board of County Commissioners to provide operating expenses associated with the project is also included as part of this application. The operational funding necessary will be offset with program revenues. Upon completion of construction, sustainability will be achieved through commitment of these operational dollars and use of user fees for annual operating costs. If awarded this leveraging amounts to approximately $167,000. This would result from a net cost to the Board of County Commissioners that is borne by adding all new expenses associated with staffing the Community/Recreation Center minus reasonable fees collected for the use of the new facility. Low and moderate income individuals are eligible for scholarships that reduce fees based upon household income. In addition, Voluntary Pre-Kindergarten is an entitlement program that is made available to all applicants who meet the age requirements. Attached is a proposed budget that demonstrates existing expenses/revenues and highlights new expenses/revenues for the proposed Community/Recreation center. 6. Explain the management and financial ability of your organization to provide financial oversight for grant funds. The Department employs an Operations Manager that oversees all fiscal aspects of the department. The Operation Manager is supported by fiscal technicians who process the requirement documentation to ensure financial accountability is achieved. The Department employs a Director who is responsible for all functions of the department including financial. Beyond this oversight, the Department is guided by professional senior managers who ensure timely completion of fiscal functions is completed. The local government entity through the elected Board of County Commissioners further ensures accountability through their authorization of all expenditures and fiscal activities. Contracts, expenditures, and grant reporting are approved by the Board of County Commissioners, who operate with the public's interest through open meetings that are publicized prior to the meeting with all materials available for the public's scrutiny. This process assures that all activities are thoroughly reviewed both by professional management, elected officials, and the public at large. Furthermore, the Department and its activities are processed by a separate organization, the Collier County Clerk of Courts, who assures that best practices related to government, public accountability are met. 7. Explain how your organization will provide funding for your proposed project during the reimbursement process. Include all funding sources for your proposed project. Once approved by the Board of County Commissioners, a funding appropriation will be established to create the spending authority necessary for staff to fund the project. Contracts can be established from this spending authority and vendors paid for services related to this project. As invoices are paid, they will be submitted to the grantor agency for consideration for reimbursement and all necessary supporting documentation will be supplied to substantiate each request for reimbursement. Implementation of VPK will be measured through the Early learning Coalition that oversees these functions and performance measures related to enrollees reading, word comprehension, and language development will be measured and reported. Summer camp and After-school programs will provide low income youth with recreational opportunities that will develop leisure skills and produce positive results for this high risk population. The department has a history of partnership with the Marco Island YMCA to provide summer camp and After School programming and would be sought for similar performance measures related to increased reading, math, and FCAT scores from their participation. 2. What strategies will you implement to collect the data necessary to analyze your results? Will work with the Early Learning Coalition to demonstrate enrollees in VPK show improvement in word recognition, language development, and reading ability. Data provided to Early Learning Coalition will demonstrate baseline and outcome based improvement in these three areas upon completion of the program and enrollment into Kindergarten. Enrollees in summer camp and After-school programs will receive baseline evaluations on current educational and leisure skill levels and post tests will be provide upon completion of summer camp and After school program to measure progress in these areas. 3. Development of a Community/Recreation Center will enhance the quality of life for the low income residents who live in and around Eagle Lakes Community Park. The East Naples area is growing and the park is surrounded by homes that contain a lot of children and seniors. Presently, there is no place for them go to enjoy many of the programs that other Collier County community parks offer. The community center with appropriately staffed programs is sorely needed in East Naples. As one the the Directors I can tell you how important it is to have a Community Park and Center nearby that we can utilize for the numerous programs that would be available to all of our residents. Our Community does not offer any of the amenities that I have seen at some of the other finalities throughout Collier County. When we purchased our home we were told there would be facilities to exercise and play tennis. Unfortunately they never materialized. Many of our residents are seniors or fast approaching retirement age. Safety is a paramount concern for those of us that are older, Especially having to ride bikes on the street. Security is also a concern when we ride to far end of the community without any homes in the area due to the decline of housing in 2007. My wife and I are East Naples residents and have been since we began constnuction of our home in Royal Palm Golf Estates in 2005. Since that time we have had hopeful news about proposed park projects to be constnucted in our area like the one on Manatee Road. Each time we have been excited only to be disappointed that the project would be postponed due to economic conditions or diverting funds for other projects. We have looked forward to having a facility close to our home where we can enjoy the same amenities and programs as other facilities within Collier County. Living as far out on the East Trail (Rte 41) as we do, we have to drive a considerable distance to enjoy a Community Park like the one on Livingston road. I ride a bike for exercise and have to go out on Route 41 to ride around our Community which greatly concerns my safety with cars and large trucks passing by. It is my understanding that for over a decade we have not completed the Eagle Lakes Community Parks Project and is the only community park that does not have a community center with fitness and swimming pool. The lack of completing the project is a disadvantage not only for the residents of East Naples which is comprised of a heavy mixture of low to middle income families. Many of these families lack the resources to travel to other areas of Collier County and take advantage of programs offered. This especially impacts the children who are missing out on the programs being offered by the other Community Parks of Collier County. We should all be concerned about the safety, security and well being of the children to have the opportunity for after school programs, summer programs and learning to swim. There would also be support personnel on site with a Community Center in case of emergencies due to illness or injury which could very well save some child's life. I'm sure there are additional benefits which I am not aware of. There are undoubtedly many neighborhoods looking for funding to constnuct a Community Park and Center which would costs millions of dollars from a feasibility study to completion. Since that would have already been done for the Eagle Lakes Community Park project, would it not make more sense to complete a project that will benefit many in the community in a relativity short period of time. We would also like to voice our support for the awarding of a Federal Community Development Block Grant (CDBG), which would provide the necessary funds to finally complete the Eagle Lakes Community Park project. We also believe that since a good portion of the park currently exists the necessary manpower cost would be considerably less than starting a new project from scratch thus enhance our ability to secure the Block Grant. 1 Packet Page -878- 4/12/2011 Item 10.A. TIlls shortcoming has denied a large number of below income families a local area pool and community center. The missing community center denies the community many recreational and educational opportunities during the regular school year and especially during the summer season when the schools are closed for the summer season. I strongly suggest that the Collier County Commissioners consider using the CDBG funding to remedy this serious shortcoming.
