EXECUTIVE SUMMARY Recommendation to approve grant related expenditures in excess of $50,000 for real property acquired under the Neighborhood Stabilization Program to fund rehabilitation activities. Funding will ensure compliance with Collier County building code regulations and further the goals and objectives of the Housing Element of the Growth Management Plan (estimated fiscal impact $53,548,26), OBJECTIVE: To approve grant related expenditures in excess of $50,000 for real property acquired under the Neighborhood Stabilization Program to fund rehabilitation activities. Funding will ensure compliance with Collier County building code regulations and further the goals and objectives of the Housing Element of the Growth Management Plan. CONSIDERATIONS: On July 29, 2009, Collier County purchased a single-family residential. dwelling unit under the Neighborhood Stabilization Program located at 3120 Wilson Blvd., Naples, Florida 34120 with a purchase price of $77,500.00. A pre-purchase inspection conducted by Housing, Human and Veteran Services estimated rehabilitation expenses of $32,650.00. .- Housing, Human and Veteran Services competitively procured firms to complete the rehabilitation. The winning finn for rehabilitation was The Triad Group, Inc. with a price of $45,773.00. During the course of rehabilitation, it was discovered that an exterior wall, including the soffit and fascia, had been damaged from wood inhabiting organisms. Furthennore, the HV AC air handler would not fit the required location, necessitating additional electrical repairs. In order to correct these items change orders were prepared by The Triad Group, Inc. and submitted to Housing, Human and Veteran Services for approval. The new adjusted rehabilitation price is $49,748.26 (including appliances). Upon completion of the rehabilitation, a roof inspection was completed as a condition of selling the home to an income-qualified family. During the inspection it was detennined that while in good condition, a previous roof replacement was installed incorrectly thus compromising the life of the roof. As such, the home did not pass inspection and will require additional repairs. A copy of the inspection report is attached to this item. Finally, the HV AC condenser was stolen from the exterior of the home and must be replaced. In order to prevent further theft, staff recommends installing a protective barrier. The total final costs for this project are estimated to be $53,548.26. A detailed breakdown of rehabilitation costs and an incident report for stolen matcrials are attached to this item. According to Section VI1l(C)(x) of the Neighborhood Stabilization Program Administrative Plan, approved by the Board of County Commissioners on March 24, 2009 and amended on October 27,2009, rehabilitation costs shall not exceed $50,000 and any expenditures in excess of this limit must be specifically approved by the Board of County Commissioners. - Approval of this item will authorize grant related expenditures in excess of $50,000 and payment of all invoices received from The Triad Group, Inc., HVAC provider, and HV AC protective Packet Page -1045- 3/22/2011 Item 16.D,4, barrier provider to complete work on an affordable housing unit located at 3] 20 Wilson Blvd., Naples, Florida 34]20. Furthermore, approval of this item will authorize Housing, Human and Veteran Services to issue a purchase order or use the County's procurement card to complete the project. FISCAL IMPACT: Approval of this item will result in Neighborhood Stabilization Program expenditures in excess of $50,000 on the project detailed above. Funding has been provided by the U.S. Department of Housing and Urban Development in the form of a federal grant authorized by the Housing and Economic Recovery Act 2008, as amended. Federal grant funds provided are sufficient to fund all operations of the Neighborhood Stabilization Program. No general funds are associated with this project. GROWTH MANAGEMENT IMPACT: Implementation of the Neighborhood Stabilization Program will further the goals and objectives of the Housing Element of the Growth Management Plan. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attomey's Office and is legally sufficient. More recently numerous new profiles have become available providing a lifetime warranty, increase wind resistance and provide 100% labor and material warranty coverage. Your roofs shingles have been inspected and the findings are profiled below in this Certified Roofing Inspection Report. As with all roof-top objects it is important that proper water fiow and installation are considered. Flashing that is nollayered correctly and sealant applied in the right junction areas allow water seepage. The boot flange was not installed correctiy with the proper overlap procedure. Sealant has done a good job covering up the installation error, but is now showing signs of deterioration. Adding sealant may prevent seepage temporarily but is not a roof cycle solution. The boot should be replaced and installed correctly. the condition of the roof is great. The roof does not look older than 1 or 2 years. like with anything the devils in the details. I found all stack flashing to be installed incorrectly. There are (4) throughout the roof that would need to be re-done.
