EXECUTIVE SUMMARY
Recommendation for the Board of County Commissioners to endorse staff recommendation to the
Florida Departmeut of Environmental Protection to amend the Naples Drainage Basin Boundary
OB,JECTIVE: To provide a recommendation to the Florida Department of Environmental
Protection (FDEP) to amend the Naples Drainage Basin,
CONSIDERATIONS: At the January 20, 2011 Watershed Management Plan public workshop the
Mangrove Action Group presented a petition to staff to amend the Naples drainage basin
boundary to separate the Clam Bay Preserve as a separate basin, Staff brought this proposal to
the Clam Pass / Bay work team meeting February 15, 2011 for discussion, Consensus was
reached that the Clam Bay drainage basin and Moorings Bay drainage basin should be separated
at the drainage divide caused by Pine Ridge Road and Seagate Drive (Attachment I), Staff
added a minor correction on the northern edge to run the boundary along Vanderbilt Beach Drive
which is the drainage divide between Clam Bay and Vanderbilt Lagoon. Although there is a
connection between the tidal bays at Seagate Drive the bay systems and drainage basins are
different. This amendment would allow FDEP to better apply water quality decisions to areas
affected by different drainage basins, Since water quality data for these bay systems has only
recently been accepted by FDEP no water quality assessments have been made, The
recommendation to amend the basin boundary would be presented to FDEP staff at the next
Everglades West Coast Basin Technical Meeting, The final decision whether to amend the basin
will be FDEP's,
FISCAL IMPACT: There are no fiscal impacts at this time,
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office,
requires majority vote, and is legally sufficient for Board action, - CMG
GROWTH MANAGEMENT IMPACT: This recommendation to FDEP to amend the basin
boundary is consistent with policy 3.4,2 of the Conservation and Coastal Management Element
of the County Growth Management Plan,
RECOMMENDATION: That the Board endorse County Manager or designee's proposed
recommendation to FDEP to amend the Naples Basin boundary as illustrated in Attachment L
