CONSIDERATIONS:. The Clerk of the Circuit Court serving as Ex-Officio CI~ to the Board
of County Coromi$t;;oners is responsible for cOOrdinatioD of the annwd. indopendent aucijt along
witb the production of the Comprehensive Annual Financial Report.
In this role, the Clerk is pleased to present to the Board the Comprehensive Annual. Financial
Report for the fISCal year ended September 30, 2010, which in~udes the Governm.ent.Finance
Officers. Association Gertificate of Achievement for Excellence in FinanciaLReporting for the
fiscal yqr ended September 30, 2009. The CAFR represents a significmt investment of effort
by both the Finance and Accounting .Department and..County staff. We woukllike to expre$$ our .
sincere . appreciation ~. the Board, the Constitutional Officers and their staff, the Coupty
Manager:, the County Attorney, th~ Division Adminis1rators, .Oepartlnent D1rectors and county
staff for their assistanee during the CAFR process. We would'.!ike. to also thank the County's
extemal auditors, Ernst and Y oungLLP and their staff for a ~..year-end audit.
The CAP}{ package delivered to the Board includes an ~aoo\.18l audit opinion for fiscal
year 2010, grant related Single Audit Reports and an unapdited. report .on debt for fiscal year
2010. The unaudited report on debt is required by the Countis Debt Management Policy; A
brief presentation on the overall au4it will be given by Emstand Young staff.
