EXECUTfVESUMMARY
Recommendation to award Contract 1 O~5572 for Wiggins Pass Permitting,
Modeling & Inlet Management Plan to Coastal Planning & Engineering, Inc.
(CP&E) and authorize the Chairman to execute a contract in the amount of
$177,811.
OBJECTIVE: To provide for permitting, modeling and development of an Inlet
Management Plan in accordance with FDEP requirements.
CONSIDERATIONS: On February 8, 2011, the BCC approved the selection of firms
under RFP 10-5572 for Wiggins Pass Permitting, Modeling & Inlet.Management Plan to
CP&E and directed staff to bring a negotiated contract to the Board for subsequent
approval. Staff has negotiated Contract 10-5572 with CP&E.
This scope of work is to perform additional engineering permit studies required by
Florida Department of Environmental Protection (FDEP). This work will include the
preparation of an environmental impact statement for Wiggins Pass and a new inlet
management study/plan. It will also include ebb shoal and final design modeling;
geotechnical field investigation; and meetings with the County as well as federal and
state regulatory agencies. This work will lead to a new permit that will straighten the
pass, improve navigation, and enhance boater safety while reducing the impacts to the
adjacent shoreline. The contract term is two hundred twenty-five (225) days.

Committee's October 14, 2010, meeting this item was approved 5 to 1. At the Tourist
Development Council's November 22, 2010, meeting this item was approved 8 to O.
FISCAL IMPACT: The Source of funds is from Category "A" Tourist Development.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management
Plan related to this action.
