EXECUTIVE SUMMARY Recommendation to approve and authorize the Chairman to sign an amendment to the 2009 Homelessness Prevention and Rapid Re-housing (HPRP) Subrecipient Agreement with the Housing Development Corporation of Southwest Florida (HDC) approved on September 15, 2009. This amendment will reallocate budgeted line items. OBJECTIVE: Recommendation to approve and authorize the Chairman to sign an amendment to the 2009-2010 Homelessness Prevention and Rapid Re-housing (HPRP) Subrecipient Agreement with the Housing Development Corporation of Southwest Florida (HDC) approved on September 15, 2009. This amendment is to revise Exhibit A, Scope of Services, by removing line items in the budget and including the remainder of unexpended funds into remaining line items. CONSIDERATIONS: On February 17, 2009, Congress passed the American Recovery and Reinvestment Act of 2009 (ARRA) and designated $1.5 billion for communities to provide financial assistance and services to either prevent individuals and families from becoming homeless or help those who are experiencing homelessness to be quickly re-housed and stabilized. In March 2009, Collier County was notified it would be allotted $888,850 in HPRP funding once it made a substantial amendment to its FY2008-2009 Action Plan, submitted it to HUD, and received HUD approval. Housing, Human and Veteran Services (HHVS) prepared the required documentation, and the BCC approved the HPRP amendment submission and the associated budget amendment on May 12, 2009 (Item 16D4). HUD approved Collier County's submission and issued a corresponding grant agreement. The BCC accepted HUD's HPRP funding on July 28,2009 (Item 16DI0). In summary, the proposed amendment: 1. Updates the Scope of Services; A. Project Scope; B. Budget and C. Project Milestone Schedule in Exhibit A of the original Subrecipient Agreement. This amendment will revise Exhibit A, Scope of Services, by removing two original line items in the budget section and including the remainder of unexpended funds into the revised remaining line items. This will facilitate reimbursement of the remaining funds. FISCAL IMP ACT: No general funds are associated with this amendment. Expenditures for the HPRP project associated with this amendment have already been budgeted in HPRP Grant Fund (125) for FY09. GROWTH MANAGEMENT IMPACT: The project associated with this amendment is consistent with the Growth Management Plan. LEGAL CONSIDERATIONS: This item is legally sufficient for Board action.
