EXECUTIVE SUMMARY
Recommendation to recognize Michael Gates, Environmental Health and Safety Specialist, Risk
Management Department as the Employee of the Month for January 2011.
OBJECTIVE: To recognize Michael Gates, Environmental Health and Safety Specialist, as the
Employee of the Month for January 2011.
CONSIDERA nONS: Michael Gates, Environmental Health and Safety Specialist, has been
nominated as the "Employee of the Month" for January 2011. Mike, an employee of the County
since 2009, works in the Risk Management Department.
Mike is assigned to the Public Utilities Division where he focuses his efforts on the Water and
Solid Waste Departments. When he started with the County, he was assigned several large
projects, including an update to the Risk Management Programs for Process Safety
Management. He was responsible for updating the EPA and OSHA programs that mandate
facilities, like water plants, to follow strict guidelines. These guidelines include detailed
maintenance logs, reporting processes and daily functional controls. He swiftly developed a
long-term plan, organized functional teams comprised of plant management and maintenance
staff, and immediately began updating protocols. Existing processes were streamlined and this
complex program was made more user-friendly for the staff responsible for performing these
tasks. Additionally, by completing this project with existing staff, the County was able to save
more than $20,000 in outside consulting fees.
Mike is a member of the State of Florida's Local Emergency Planning Committee and he is
obtaining the Certified Hazardous Materials Manager designation. Mike's participation in the
Local Emergency Planning Committee and his desire to enhance his credentials are invaluable
to the County. We are fortunate to have such a dedicated employee. Mike is truly deserving of
this award.
FISCAL IMPACT: The selected "Employee of the Month" receives a $150.00 cash award.
Funds are available in the employee's Budget Cost Center.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with
this Executive Summary.
RECOMMENDA TION: That the Board of County Commissioners approves the recognition of
Michael Gates as "Employee of the Month" for January 2011.
