Agenda 02/08/2011 Item #10E Agenda Changes Board of County Commissioners Meeting February 8, 2011 Continue Item 8B to Februarv 22. 2011 BCC Meetin2: Recommendation to adopt a Resolution amending the Collier County Water-Sewer District Impact Fee Rates, established by Ordinance No. 2007-57, as amended, by reducing the water impact fee by $285 (-8%) to $3,290 per Equivalent Residential Connection, and the wastewater impact fee by $250 (-7.2%) to $3,245 per Equivalent Residential Connection, for a total reduction of $535 (-7.6%), with an effective date of February 14, 2011. This is a companion to Item 8D. EXECUTIVE SUMMARY Recommendation to approve selection of firms under RFP 10-5572 for Wiggins Pass Permitting, Modeling & Inlet Management Plan to Coastal Planning & Engineering, Inc. (CP&E) and direct staff to bring a negotiated contract to the Board for subsequent approval. OBJECTIVE: project. To approve staff selection committee rankings for the referenced CONSIDERATIONS: This scope of work is to support additional work on Wiggins Pass. This will include preparation of the County environmental impact statement and inlet management study; modeling and geotechnical field investigation; FDEP, Corps, Federal and state agency meetings; county representatives will develop the plan for improving navigation in the pass reducing impacts to the adjacent shoreline. The RFP was publicly advertised on August 26, 2010. Email notices were sent to 800 firms with 102 vendors requesting full packages. Two responses were received by the due date of September 24,2010. A publically noticed Selection Committee meeting was held on October 13, 2010 and after review and discussion, and by consensus of the members, the responding firms were shortlisted in the order as follows: 1. Coastal Planning and Engineering 2. Tetra Tech, Inc. Staff will bring a negotiated contract back to the Board for approval at a subsequent meeting. ADVISORY COMMITTEE RECOMMENDATIONS: At the CAC October 14, 2010 meeting this item was approved 5 to 1. At the TDC November 22, 2010 meeting this item was approved 8 to O. FISCAL IMPACT: The Source of funds is from Category "A" Tourist Development. GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to this action.
