EXECUTIVE SUMMARY
Recommendation to approve selection of firms under RFP 10-5600 for CEI Services for Marco
Island Airport Taxiway to URS Corporation Southern (URS) and direct staff to bring a negotiated
contract to the Board for subsequent approval.
OBJECTIVE: To approve staff selection committee rankings for the referenced project.
CONSIDERATIONS: The scope of work is to coordinate the overall construction phase program
management, construction observation, grant management and miscellaneous support services. Each of
these services shall be provided by the Consultant, working in concert with the County, the County's
design Professionals and Contractors.
The Consultant shall provide the overall construction administration and construction oversight to verify
that all elements of construction are being complied with and that the general intent of the contract
document is being met. Also, the Consultant will hire a sub consultant to perform all required testing
quality control in the field and on the asphalt to comply with the Contract Documents.
Consultant will work with sub-consultant to develop the soil mixing monitoring plan and review the
contractor's ground improvement plan. During the soil mixing operations, sub-consultant will perform
weekly site visits and review the data collected by Consultant's onsite inspector.
The RFP was publicly advertised on October 22, 20 10. Email notices were sent to 828 firms with 60
vendors requesting full packages. Five (5) rcsponses were received by the due date of November 19.
2010. A publically noticed Selection Committee mecting was held on January 12,2011. After review
and discussion, and by consensus of the members, the responding finns were shortlisted based on their
qualifications in the order as follows:
1. URS Corporation Southern
2. LPA Group
3. Hole Montes
Following approval of the staff selection committee rankings, Staff will bring a negotiated contract back
to the Board for approval at a subsequent meeting.
FISCAL IMPACT: The Source offunds is from a Federal Aviation Administration (FAA) Airport
Improvement Program (AlP) grant, Florida Department of Transportation (FDOT) grant funding and
local match money (General Fund) sitting in the AirpOlt Grant Match Fund 499.
LEGAL CONSlDERA TIONS: This item has been reviewed by the County Attorney's Office, requires
simple majority vote, and is legally sufficient for Board action. - CMG
GROWTH MANAGEMENT IMPACT: There is no impact to the Gro\\th Management Plan related to
this action.

bring a negotiated contract to the Board for subsequent approval.
