Agenda 06/26/2018 Item #16E506/26/2018 EXECUTIVE SUMMARY Recommendation to approve a date change for the next sale and disposal of surplus from June 23, 2018 to June 30, 2018. OBJECTIVE: To obtain Board permission to change the date of the disposal and surplus sale at the vendor's request. CONSIDERATIONS: Collier County has contracted with Royal Auction Group for auctioneer services and will hold auctions for the County throughout the fiscal year. On May 22, 2018, Agenda Item 16E4, the BCC approved an auction for June 23, 2018 and due to a delay by the auction vendor in obtaining the necessary permits above, the auction will now be held on June 30, 2018. No other changes to the agenda item from the May 22, 2018 item are requested. FISCAL IMPACT: There is no fiscal impact. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issue, and requires majority vote for Board approval. -JAK GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this action. Ochs Level 4 County Manager Review Completed 06/18/2018 1:06 PM Board of County Commissioners MaryJo Brock Meeting Pending 06/26/2018 9:00 AM 05/22/2018 EXECUTIVE SUMMARY Recommendation to approve the sale and disposal of surplus assets per Resolution 2013-095 via public auction on June 23, 2018; approve the addition of surplus items received subsequent to the approval of this Agenda Item for sale in the auction; and authorize the Procurement Director, as designee for County Manager, to sign for the transfer of vehicle titles. OBJECTIVE: To sell County surplus property that is obsolete, uneconomical or inefficient, and serves no useful purpose to County operating divisions and obtain revenue for the County. CONSIDERATIONS: The Procurement Services Division has scheduled a County surplus property auction for June 23, 2018, and plans on holding multiple auctions throughout the fiscal year. Attachment "A" - Collier County Surplus Sale Items contains a list of items that no longer have a useful business purpose and are scheduled for auction. The items on Attachment "A" have been offered for transfer to other departments prior to the auction. In addition to the items listed on Attachment "A" for sale at the Auction, staff is requesting approval to: • Add additional surplus items received after the approval of this Agenda Item for sale in the auction; • Accommodate requests for donations received from other government entities or legitimate Florida Non- Profit 501 (C) (3) organizations prior to the auction; • Authorize the Procurement Director, as designee for the County Manager, to sign for the transfer of vehicle titles; and • After completion of the auction, offer items for sale utilizing online auctions throughout the year. Collier County is currently under contract with a full-service auctioneer, Royal Auction Inc., to provide services to include preparation for the event, sale and disposal of all Collier County owned property, and the transfer and disposition of all property titles. This sale will be conducted pursuant to Section 274.06, Florida Statutes. Notice for this auction will be published in the newspaper not less than one (1) week prior to sale. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Executive Summary. FISCAL IMPACT: Net revenue from items other than vehicles will be deposited according to the General or Enterprise fund that originally purchased the equipment, and a future agenda item will be brought to the Board to recognize and approve the revenue. Net revenue from the sale of vehicles will be deposited into the appropriate Motor Pool Capital Replacement fund. Proceeds from any grant funded assets will be recorded in accordance with the Office of Management and Budget Grant Compliance guidelines.
